other public meetings that will be held on the draft Area Plan and Housing Element. It is assumed <br />that the scoping meeting for the Downtown Plan and the Housing Element will be held as a joint <br />session. <br /> <br />A7. Scope of Work Assessment <br /> <br />After the scoping meeting and receipt of comments in response to the NOP(s), EDAW will review our <br />scope of work and determine whether additional tasks are warranted. If the community raises issues <br />we have not considered, we will discuss these issues with the City, and determine whether additional <br />studies or evaluations are appropriate. <br /> <br />TASK B. ENVIRONMENTAL REVIEW <br /> <br />The EDAW team will undertake studies of the downtown, peer reviews of existing reports, and <br />projections of impacts to document the following: <br /> <br /> - Existing environmental conditions in and around the study area, <br /> - Impacts that would result from implementation of the Area Plan and the Housing Element, <br /> and <br /> - Measures necessary to mitigate or limit identified impacts. <br /> <br />The standards of significance will be based on the most recent CEQA checklist (Appendix G) and any <br />adopted standards of agencies with jurisdiction over the project area (e.g., Redwood City, Bay Area <br />Air Quality Management District). <br /> <br />It is assumed that the same technical analyses will be used for each EIR, since the only policy <br />modifications proposed by the Housing Element are within the downtown. However, it is likely that <br />the detail of analysis provided in the Housing Element EIR will be less, to correspond to the less <br />detailed and more programmatic measures provided by the Element. For example, the Housing <br />Element EIR is not expected to require a detailed visual quality assessment, because the Element does <br />not propose any changes to City design policies. However, such an analysis will be provided in the <br />Downtown Plan EIR due to a greater focus on design issues and specific development proposals on <br />Catalyst sites. Other technical reviews focused on the downtown may also be simplified for <br />incorporation into the Housing Element EIR (e.g., hazardous materials, and cultural resources). <br /> <br />The following sections detail our scope of work for the EIR analyses. <br /> <br />Bt. Land Use and Policy Assessment <br /> <br />Although the CEQA regulations or guidelines do not require a full land use and public policy <br />assessment, this analysis is often an integral part of an environmental review document and the public <br />information process. For this reason, the EIRs will include land use and policy assessments <br />comparing the proposed programs to existing regulations. This assessment will provide the basis for <br />determining regulation modifications that will be necessary for adoption of the Area Plan and <br />Housing Element, as well as illustrating how the Area Plan and Housing Element implement existing <br />policies of the City (e.g., those encouraging transit oriented development). Plans and policies to be <br />addressed in this chapter include: the General Plan, Redevelopment Plan, Zoning Ordinance, Historic <br />Preservation Ordinance, Urban Design Guidelines, and Urban Design Study. <br /> <br />Redwood City Downtown Plan EIR & 4 <br />Housing Element EIR <br />Scope of Work, EDAW Inc. <br /> <br /> <br />
