B2. Visual Quality <br /> <br />The visual resource and aesthetic analysis component of the Downtown Area Plan EIR will address <br />the visibility and character of the downtown and visual changes that would be anticipated with <br />implementation of the Plan. This analysis will include an inventory of existing visual conditions <br />within the downtown, a description of expected changes in visual character as a result of <br />implementing the Plan, and an assessment of visual impacts consistent with the CEQA Guidelines and <br />adopted City policy. This analysis will consider the effects of the proposed policies and guidelines <br />contained within the Area Plan. The sketches provided in the Area Plan will be reproduced, as <br />appropriate, to illustrate the anticipated visual quality of new development. <br /> <br />Light and glare issues will also be examined consistent with the CEQA Guidelines and any applicable <br />City regulations. <br /> <br />Where applicable, existing City regulations and their mitigating qualities will be referenced. It is <br />anticipated that the proposed Downtown Area Plan would result in beneficial visual effects, which <br />will be described within this section of the Draft EIR. <br /> <br />As noted above, it is not anticipated that a detailed visual quality assessment will be required for the <br />Housing Element. The visual analysis conducted for the Downtown Area Plan EIR could either be <br />incorporated into the Housing Element EIR by reference, or reproduced in a simplified format. <br /> <br />B3. Traffic, Circulation and Parking <br /> <br />The traffic impacts of the Downtown Area Plan and the Housing Element will be evaluated following <br />guidelines of the City of Redwood City and the San Mateo City/County Association of Governments <br />(C/CAG), which is the County congestion management agency (CMA). Fehr & Peers will include 24 <br />key intersections in the transportation impact analysis. These intersections are: <br /> <br /> 1. Veterans Boulevard/Whipple Avenue <br /> 2. Veterans Boulevard/Jefferson Avenue <br /> 3. Veterans Boulevard/Main Street <br /> 4. Marshall Street/Jefferson Avenue <br /> 5. E1 Camino Real/James Avenue <br /> 6. Broadway/Marshall/Arguello <br /> 7. E1 Camino Real/Maple Street <br /> 8. Veterans Boulevard/Walnut <br /> 9. Broadway/Middlefield Road <br /> 10. Broadway/Jefferson Avenue <br /> 11. Broadway/Main Street <br /> 12. Broadway/Walnut <br /> 13. Middlefield Road/Main Street <br /> 14. Middlefield Road/Winslow <br /> 15. Broadway/E1 Camino Real <br /> 16. Jefferson Avenue/Franklin Street <br /> 17. Jefferson Avenue/E1 Camino Real <br /> 18. El Camino Real/Whipple Avenue <br /> 19. Veterans Boulevard/Maple Street <br /> 20.
