B2. Visual Quality

The visual resource and aesthetic analysis component of the Downtown Area Plan EIR will address
the visibility and character of the downtown and visual changes that would be anticipated with
implementation of the Plan. This analysis will include an inventory of existing visual conditions
within the downtown, a description of expected changes in visual character as a result of
implementing the Plan, and an assessment of visual impacts consistent with the CEQA Guidelines and
adopted City policy. This analysis will consider the effects of the proposed policies and guidelines
contained within the Area Plan. The sketches provided in the Area Plan will be reproduced, as
appropriate, to illustrate the anticipated visual quality of new development.

Light and glare issues will also be examined consistent with the CEQA Guidelines and any applicable
City regulations.

Where applicable, existing City regulations and their mitigating qualities will be referenced. It is
anticipated that the proposed Downtown Area Plan would result in beneficial visual effects, which
will be described within this section of the Draft EIR.

As noted above, it is not anticipated that a detailed visual quality assessment will be required for the
Housing Element. The visual analysis conducted for the Downtown Area Plan EIR could either be
incorporated into the Housing Element EIR by reference, or reproduced in a simplified format.

B3. Traffic, Circulation and Parking

The traffic impacts of the Downtown Area Plan and the Housing Element will be evaluated following
guidelines of the City of Redwood City and the San Mateo City/County Association of Governments
(C/CAG), which is the County congestion management agency (CMA).
