Fehr & Peers will evaluate the operations of the study intersections during the morning (AM) and <br />evening (PM) peak hours. The study intersections will be evaluated for the following scenarios: <br /> <br /> - $oenario 1: Existing Conditions - Existing volumes obtained from counts. <br /> <br /> - $¢®nario ~': Background Conditions - Existing volumes plus traffic from approved but not <br /> yet constructed developments in the area. <br /> <br /> - $oenerio :5: Project Conditions - Background volumes plus traffic generated by the proposed <br /> development. <br /> <br /> - Scenario 4: Cumulative Conditions - Project Conditions volumes plus traffic associated <br /> with other pending developments in the area. Alternatively, an annual growth factor may be <br /> used to estimate Cumulative Conditions volumes. <br /> <br />All of the freeways and State-maintained roadways are designated CMP facilities. To address C/CAG <br />guidelines, the following facilities will be evaluated: U.S. Highway 101 (north and south of Whipple <br />and south of Woodside), Interstate 280 (north and south of Farm Hill and south of Woodside), <br />Woodside Road/State Route 84 (between 1-280 and U.S. 101), and E1 Camino Real/State Route 82 <br />(north and south of Whipple and south of Woodside). <br /> <br />The same technical analysis will be used for the Downtown Area Plan EIR & the Housing Element <br />E1R. This approach is appropriate given that the Housing Element would not result in regulatory <br />changes beyond those envisioned in the Downtown Area Plan. EDAW will be responsible for <br />formatting the technical analysis into two separate EIR sections. <br /> <br />The tasks to be conducted by Fehr & Peers are described in the following sections. <br /> <br />Prepare Trip Estimates and Finalize Scope of Work <br />The amount of traffic generated by the Plan and Housing Element and the existing land uses will be <br />estimated using standard Institute of Transportation Engineers (ITE) trip generation rates and input <br />from City staff. Trip reductions will be made for developments within walking distance of the <br />Redwood City Caltrain station and those in close proximity to the downtown area. <br /> <br />The directions trips use to approach and depart from the sites will be estimated based on existing <br />travel patterns and relative locations of complementary land uses. The net new site-generated traffic <br />will be assigned to the roadway system based on the directions of approach and departure discussed <br />above and the anticipated location of vehicular site access. The trip assignment will be included in a <br />partially-developed TRAFFIX-based model. <br /> <br />The trip generation estimates, distribution pattern, and trip assignments will be submitted to Redwood <br />City staff for review and approval. We will also request pertinent background data (available <br />intersection counts and a list of approved and pending projects near the study sites). Our scope of <br />work will be refined to address issues raised by City staff and comments on the Notice of Preparation. <br />Given the preliminary trip generation estimates, the City may request analysis of additional study <br />intersections. <br /> <br />Collect Data/Existing Conditions <br />The physical characteristics of the site and the surrounding roadway network will be reviewed during <br />a site visit to identify existing roadway cross-sections, intersection lane configurations, traffic control <br />devices, surrounding land uses, and the locations of pedestrian, bicycle, and transit facilities. <br /> <br />Available counts for the local intersections will be obtained from city staff and will be supplemented <br />with new counts. The fee estimate includes new peak period intersection counts at 16 study <br /> <br />Redwood City Downtown Plan EIR & 6 <br />Housing Element EIR <br />Scope of Work, EDAW Inc. <br /> <br /> <br />
