noise levels at each receptor and the analysis of various noise mitigation alternatives. The assessment <br />of long-term noise impacts will also include an analysis of stationary source noise impacts. <br /> <br />An assessment of the effect of aircraft and rail noise on proposed land uses will be prepared. This <br />assessment will be based on applicable noise contour data, including data obtained from the Redwood <br />City General Plan and the San Mateo County Airport Land Use Plan. The compatibility of the <br />proposed land uses with the predicted onsite noise levels will also be assessed at a programmatic level <br />for the downtown area and at a project specific level of analysis for each of the Catalyst sites. Noise <br />contour exhibits are not included in this scope of work, although they could be completed for an <br />additional fee. <br /> <br />The determination of land use compatibility will be based, in part, on the transportation noise <br />assessment performed for the E1Rs, as well as predicted noise levels from nearby major noise- <br />generating sources, such as transit-related noise associated with CalTrain operations. The <br />compatibility of the proposed land uses will be assessed, in comparison to the City's General Plan <br />land use compatibility noise standards. Specific attention will be given to the potential for noise <br />impacts to new residential uses proposed adjacent to the Caltrain tracks. Consideration of train- <br />associated noise sources will be given, including whistles, crossing guards, and the trains themselves. <br />Noise impacts of development of the Catalyst sites identified in the Downtown Plan will be conducted <br />at a project-level, based upon the conceptual drawings in Plan. <br /> <br />Mitigation measures will be developed for significant and potentially significant noise impacts. The <br />effectiveness of any proposed mitigation measures will be described. <br /> <br />B6. Hazardous Materials <br /> <br />Lowney Associates will conduct a drive-by survey of the downtown to note current land use and note <br />facilities that appear likely to use, handle, or store significant quantities of hazardous materials. To <br />help establish the presence and type of contamination incidents reported in the area vicinity, Lowney <br />will acquire and review a regulatory agency database report that includes a radius map with symbols <br />representing the approximate location of identified incidents with respect to the downtown area. <br /> <br />Based on the information gathered from the site visit and the records search, Lowney will prepare a <br />summary report of known hazards in the downtown area. The report will include a vicinity map, site <br />plan, and selected copies of the database review. EDAW will use this information to develop a <br />hazardous materials section for both the Housing Element EIR and the Downtown Area Plan EIR. <br /> <br />Optional Tasks: In order to facilitate the development in the downtown, Lowney could prepare Phase <br />I Environmental Site Assessments (ESAs) for the three Catalyst sites. The scope of work for the <br />ESAs would be in accordance with the American Society for Testing and Materials (ASTM) <br />Designation E 1527-00. Lowney could also conduct a more detailed evaluation of Sanborn Fire <br />Insurance Maps, which can often provide more information about past site uses and potential areas of <br />concern. These analyses are not included in EDAW's base scope of work or fee. <br /> <br />BT. Cultural Resources <br /> <br />CEQA requires agencies to consider the potential project effects of their undertakings on significant <br />cultural resources. EDAW archeologists will request a records search from the Northwest <br />Information Center for the downtown area. Contact letters will also be submitted to local historical <br />societies. These contacts are intended to solicit input on potential concerns with or interests in the <br />planned undertaking.
