EDAW archeologists will conduct a field visit to visually verify the locations of resources identified <br />by the Information Center and the Historic Resources Inventory, and to confirm the presence or <br />absence of cultural resources that may be impacted by construction activities within the downtown. <br />Particular attention will be paid to the three Catalyst sites. <br /> <br />For each of the EIRs, the cultural resource section will include an environmental setting section and a <br />concise description of potential impacts. Significance criteria and measures needed to avoid or reduce <br />significant impacts to historic or prehistoric resources in compliance with CEQA will be developed <br />and presented for inclusion in the EIR. If there are any specific resource concerns on the three <br />Catalyst sites, these will be clearly described, and mitigation measures for resource documentation or <br />protection will be presented. <br /> <br />BS. Water Supply <br /> <br />For each of the EIRs, the water supply section will provide an evaluation of the ability of the City to <br />supply water within its allotted entitlements to development envisioned through the Downtown Area <br />Plan, Housing Element, and other development in the City. This analysis will be based upon the <br />evaluations currently being conducted by the City Public Works Department, and the updated <br />UWMP. Early consultation with the City will be essential in completing a defensible water supply <br />analysis, as previously described under Task A5. It is assumed that the technical analyses required <br />for the Downtown Area Plan and Housing Element EIRs will be the same. <br /> <br />B9. Cumulative Effects <br /> <br />EDAW will summarize the potential cumulative effects of the proposed Downtown Area Plan and <br />Housing Element. The topical analyses described above will be designed to address cumulative <br />effects. EDAW will explain the methodology of each of the cumulative analyses, and will provide <br />conclusions regarding the cumulative effects of the proposed Downtown Plan and Housing Element. <br />It is assumed that the projects considered for the cumulative analysis for the Downtown Area Plan and <br />Housing Element will be the same. Differences in the cumulative analysis sections for the two EIRs <br />will be minor. <br /> <br />Bt0. Growth Inducement <br /> <br />Using information from Task A3, EDAW will describe the Downtown Plan and Housing Element in <br />light of anticipated effects on population conditions within Redwood City and the region. This <br />section will examine the issue of growth inducement and whether the programmatic changes could <br />lead to additional growth in the city and the region as a whole. The examination of growth <br />inducement will consider how the Plan and Housing Element could foster economic or population <br />growth, or the construction of additional housing, either directly or indirectly, in the surrounding <br />environment (CEQA Guidelines Section 15126.2(d)). Included in this analysis will be consideration <br />of whether regulatory changes would remove obstacles to population growth or projects that may <br />increase the population such that existing community service facilities are taxed, requiring <br />construction of new facilities that could cause significant environmental effects. Although growth <br />could be induced by approval of the Downtown Plan and Housing Element, growth alone does not <br />constitute an environmental impact. <br /> <br />It is assumed that the growth inducement conclusions for the Downtown Plan and Housing Element <br />will be similar.
