B11. AlternatiVes Analysis <br /> <br />This task includes the development and analysis of a range of development alternatives to the <br />Downtown Plan and Housing Element, as required by CEQA. Based on the environmental review <br />conducted, feedback from the City throughout the process, Downtown Area Plan and Housing <br />Element objectives, EDAW will develop programmatic alternatives. The alternatives will respond <br />directly to the development objectives and the significant environmental impacts identified in the <br />preceding analyses. <br /> <br />For budgetary purposes, we have assumed that three to five alternatives will be developed for each <br />program (for a total not to exceed 10), including the No Project Alternative, which would be the <br />continued implementation of existing land use regulations. <br /> <br />Although there may be similarities between the alternatives considered for the Housing Element and <br />the Downtown Area Plan, they will be catered to the specific program. For example, the Downtown <br />Area Plan alternatives analysis will consider options focused on downtown development. As an <br />example, the Downtown Area Plan EIR may consider different types of development on the Catalyst <br />sites, or different development intensities or densities within the downtown area. The Housing <br />Element EIR may consider alternatives that reach outside of the downtown core. For example, the <br />Housing Element EIR could consider land use designation changes outside of the downtown. <br /> <br />TASK C. ADMINISTRATIVE DRAFT EIRS <br /> <br />EDAW will compile the results of tasks A through B into two separate Administrative Draft EIRs <br />(ADEIRs). It is understood that the City would like to review the documents prior to publication. <br />EDAW will work closely with the City to provide interim review versions of the document. It is <br />assumed that such a review will be limited to no more than two rounds. <br /> <br />An introduction to each EIR will be prepared that describes the type and use of the EIR, the <br />environmental process, organization of the EIR, focus of the EIR analysis, other documents used in <br />preparation of each EIR, and identification of the lead and responsible agencies. EDAW will also <br />prepare a summary for each EIR, which will tabulate all impacts, their associated mitigation, and <br />levels of environmental significance before and after implementation of the mitigation measures. As <br />required by the CEQA Guidelines, each EIR summary will also identify areas of controversy, <br />including issues raised by agencies and the public, and issues to be resolved (CEQA Guidelines <br />Section 15123). <br /> <br />The format and content of the EIRs will be in full compliance with CEQA and the State CEQA <br />Guidelines. The text will be supplemented with graphics and summary tables, as necessary, to present <br />the information in a concise and easily understood format. EDAW will provide fifteen copies of each <br />ADEIR to the City. <br /> <br />TASK D. DRAFT EIRS <br /> <br />The EDAW team will incorporate all City comments on each of the ADE1Rs to create two Public <br />Review Draft EIR documents. Once the City's comments have been incorporated, EDAW will <br />provide one screencheck version of each of the documents to verify that all requested changes have <br />been made and all appendix materials, references, and final graphics are acceptable. <br /> <br />Upon the City's approval, EDAW will print 100 copies of each Draft EIR. This includes the 15 copies <br />required for the State Clearinghouse. In addition, EDAW will provide digital version of the <br />documents for the City's use; we recommend PDF format.
