If the City requests, EDAW will also prepare the Notice of Completions for the State <br />Clearinghouse. <br /> <br />During the CEQA-required 45-day public review period, EDAW will attend a public hearing on the <br />Draft EIR. We will be available to present the EIR findings, answer questions and note comments at <br />this hearing. It is assumed that a joint meeting will be held for both documents. <br /> <br />TASK E. RESPONSE TO COMMENTS AND FINAL EIRS <br /> <br />Et. Response to Comments <br /> <br />EDAW will be responsible for responding to comments made during the public review period. For <br />budgetary purposes we have limited the level of effort for response to comments to a total of 60 <br />EDAW staff hours. <br /> <br />E2. Final EIRS <br /> <br />EDAW will compile the responses to comments and any necessary changes to the Draft EIRs to <br />create two Final EIRs. Each Final EIR will include copies of the comments on the Draft EIR, the <br />responses to comments, and any required changes to the Draft EIR, in addendum form. Fifteen copies <br />of each Administrative Final EIR will be submitted to the City. Once revisions are made in response <br />to City comments, EDAW will prepare a screencheck document for final approval. Once approval is <br />received, EDAW will reproduce 75 copies of each Final EIR. <br /> <br />E3. Mitigation Monitoring Programs <br /> <br />For each EIR, EDAW will prepare a Mitigation Monitoring Program (MMP) that will serve to report <br />the method by which mitigation measures are to be implemented. The MMP will identify when each <br />mitigation measure will be implemented, the agency or City department responsible for assuring <br />compliance, and the method of implementation. <br /> <br />E4. Findings and Statement of Overriding Considerations <br /> <br />For each EIR, EDAW will prepare, in a format approved by the City, the Findings of Fact for <br />significant environmental impacts, and a Statement of Overriding Considerations for significant, <br />unavoidable impacts, if needed. This document will demonstrate the relationship of the Final EIR to <br />the project and mitigation measures to be considered by the Planning Commission and the City <br />Council. The Findings and Statement of Overriding Considerations will be provided in electronic <br />form, allowing the incorporation of the City's comments. <br /> <br />E5. Public Hearings <br /> <br />EDAW will be available to attend 6 public hearings during the final Area Plan and Housing Element <br />deliberation and approval process. <br /> <br />E6. Notice of Determination <br /> <br />EDAW will prepare a Notice of Determination for each program.
