TASK F. PROJECT MANAGEMENT AND QUALITY ASSURANCE EDAW will manage the CEQA process and maintain close communication between City staff and project team members to ensure that the EIRs are completed within the budget and schedule parameters and are technically correct and legally defensible. Included within this task is the attendance at staff meetings by EDAW's project manager and subconsultants as necessary. Also included within this task is our quality assurance review of work products delivered to the City. It is the policy of EDAW that all documents be reviewed for conformance with established quality standards and contractual obligations prior to delivery to our clients. 2. SCHEDULE EDAW will prepare the Downtown Area Plan and Housing Element EIR according to the following schedule. August 16, 2002 Submit Draft EIR (45-day review) ................ August 28, 2002 Public Meeting on the Draft EIR .................. mid September 2002 Complete 45-day EIR public review ........... October 14, 2002 Submit Administrative Final EIR ................ October 31,2002 Publish Final EIR .............................................. November 15, 2002 EDAW's schedule will depend in part on the information and analyses that are available from thc Public Works Department on this issue prior to finalization of the updated water supply and demand projections. If interim reviews are required prior to ADEIR publication, this schedule may need to be adjusted accordingly. The City shall grant reasonable extensions of time for the performance of such services occasioned by governmental reviews of EDAW's work product or other unavoidable delays occasioned by circumstances.
