IPS complies. The M5TM single-space meter communicates to the SAME backend system as our proposed
multi-space meters, translating into a single source of data for the City of Redwood City.
g. Meters shall feature an out-of-order function that date- and time-stamps the out-of-order event for
eventual comparison to parking citation information. This information shall be automatically sent
wirelessly to the CMS (assuming that power and communications are available), and shall also be
available for manual collection by maintenance personnel (via mobile CMS and/or handheld) or other
manual interface at the meter).
IPS complies. In the event that maintenance is required, an alert will be triggered and an email or text will be
sent to the relevant personnel. In addition, IPS provides a mobile maintenance application which allows the
City to log and track maintenance performed.
h. The meter shall allow for adding time to an existing parking session.
IPS complies. This can be performed using the meter maintenance card.
i. Meters shall accept all available types of payment in US Currency including coins ($1.00, $0.25,
$0.10, $0.05), credit cards (MasterCard/Visa), NFC and Pay by Phone for adding time.
IPS complies. The M5TM accepts all US coins, paper currency, all major credit cards, pay-by-phone payments
and optional NFC payments.
j. Meters shall periodically download and store the Hotlist from the CMS so that they prevent cards on
the Hotlist from being used even when communication is not available.
IPS complies. IPS utilizes blacklists (hotlists) based on previously declined cards or cards manually added to
the blacklist. This list is built over time and automatically downloaded to all meters in the City. Attempted
use with a card on the blacklist will immediately result in a declined transaction without attempting
communication to save battery life.
k. Proposal Deliverables — General
The Proposer shall have available six single space working meters (if proposing a smart meter solution)
available as part of its proposal for a pilot demonstration, if proposal passes the initial pre-screening.
The Proposer will be responsible for installing the meters on-site for the pilot as outlined in Section
4.7.2 of the RFP.
IPS complies. IPS will provide six (6) fully operational single-space meters for the pilot period.
2. Coin Chute
a. Coins passing through the meter shall be deposited directly into a sealed container in a separate
vault area of the meter.
IPS complies. All coins passing through the MS 1 are deposited directly into the secure coin vault.
b. Meters shall provide a count of all invalid coins.
IPS complies. The use of invalid coins is recorded in the DMS and no time is given for such coins.
c. If the coin slot is inoperable, meters shall have the option to accept card payments (e.g., credit card).
IPS complies. In the event that the coin slot is inoperable, the MS 1 will continue to accept debit/credit card,
smart card, pay-by-cell and NFC payments.
d. The coin chute or track shall be a free-fall type.
REV: 05-05-16 JS
ATTY/AGR.2016.094/IPS Group
