April 7, 2015
City of Redwood City
Engineering & Transportation Division
Attn: Mr. Christian Hammack
1017 Middlefield Road
Redwood City, CA 94063
Re: Multi-space Meter System Upgrade
Dear Mr. Hammack:
Thank you for the opportunity to submit this response to the City of Redwood City's RFP for Multi-Space
Meter System Upgrades. Our enclosed submission includes required forms, certifications, and detailed
technical responses and pricing for our recommended solution.
Proposed Solution
IPS Group, Inc. is best known as the inventor of the world's first credit card enabled single space meter. Since
then, IPS has continued to demonstrate this forward-thinking approach with the introduction of the
company's latest on-street parking products, the MS1 Pay Station and the Revolution Retrofit Kits. IPS is
proposing the MS 1 for the City of Redwood City which was designed specifically for the US market and is
manufactured and supported at our San Diego-based corporate headquarters which allows us to provide the
level of support the City desires. IPS Pay Stations incorporate the hallmarks of the IPS single-space platform
— enhanced payment options, intuitive backend system, and unparalleled power efficiency — while offering
additional features such as IntelliTouchTM, and armored glass and stainless steel cabinet as standard features.
For the City's "Value Zone" IPS is proposing our M5TM single space meter, which is currently installed in
more than 160 cities across North America. The M5TM meter mechanism will retrofit into the City's on-street
meter housings while incorporating additional payment options (credit/debit card, coins, smart card, pay-by-
cell, and optional NFC contactless payment), access to real-time parking meter data, solar-power technology,
and a comprehensive web-based meter management system. This combination represents the most cost
effective and user friendly approach, and also provides the most simple and timely path for technology
implementation.
Both the MSI , M5TM and IPS retrofit kits all communicate to the same web-based Data Management System.
IPS is the only vendor that is offering the City a fully integrated back-end system which the City's entire park
will communicate to wirelessly and in real time.
Regional Support
IPS manufacturing is conducted in San Diego, California and we have additional support staff based in
Northern California. Our dedication to the region ensures that we not only meet the City's immediate needs,
but are positioned to provide the very best ongoing support. Additionally, our engineering team, meter
management systems, card processing systems and data storage are based in California, ensuring maximum
security and the ability to quickly adapt to the future requirements of the City.
Unparalleled Experience
To date, IPS has over 160,000 smart meters installed in over 160 locations and is the leader in smart parking
technologies. The IPS Data Management System consistently averages uptimes in excess of 99.9% and IPS
meters are certified to operate on both the GSM and CDMA cellular networks, translating into greater
coverage and reliability for the City of Redwood City. As such, IPS has more experience with providing the
products and services required in this RFP than all of our competitors combined. We invite the City to contact
our references who will attest to the quality and level of support that IPS provides.
REV: 05-05-16 JS
ATTY/AGR.2016.094/IPS Group
