In <br /> certain cities cultivation is already prohibited. Staff believes that there is <br /> permissive zoning in Redwood City, and by having that zoning, this is <br /> already effectively prohibited because it is already not permitted. A carve <br /> out would actually be an introduction of what can be allowed. For <br /> transportation it is the same situation, and the City was not aware that <br /> transportation was happening at all. She stated that the Police Department <br /> does not feel like commercial transportation necessarily needs to be <br /> prohibited. <br /> PUBLIC HEARING <br /> M/S (Schmidt/Radcliffe) to open the public hearing <br /> Scott Dunlap, resident of Redwood City, had spoken to Deputy Chief Kirby <br /> about transporting medical marijuana. He stated that he started a company <br /> that delivered medical marijuana from qualified dispensaries to patients. <br /> He stated that his company has been delivering in Redwood City since <br /> October and serves 3,189 patients with roughly 17,000 transactions. He <br /> spoke about the technology that they use to assist patients and how they <br /> perform the transactions. He spoke about his work with law enforcement to <br /> perform in the safest and most secure way possible. He stated that <br /> prohibiting all delivery would cut many patients in Redwood City off from <br /> their medication. <br /> M/S (Schmidt/Radcliffe) to close the public hearing <br /> COMMISSIONER COMMENTS <br /> Commissioner Schmidt asked how many times Mr. Dunlap delivers to one <br /> patient. Mr. Dunlap stated that on average a patient makes a transaction <br /> about once every five weeks. Some patients get a delivery every week or <br /> every other week. Some patients don't like having too much marijuana <br /> around for safety purposes. <br /> Commissioner Schmidt asked how many ounces someone can receive. <br /> Mr. Dunlap stated that the legal limit is one ounce for an individual under <br /> the state law. This limit is enforced within the software as well. He stated <br /> that he keeps an eye on how much one person is ordering, because the law <br /> allows more than most people would be able to smoke. <br /> Commissioner Schmidt asked Mr. Dunlap what examples he has given <br /> other cities about what is fair. Mr. Dunlap stated that it can differ quite a bit <br /> between cities. He stated there are dispensaries which are fairly well- <br /> controlled, and those cities will enact ordinances around transportation. <br /> There are dispensaries that are out of control, and those cities will lock <br /> down transportation very strictly. The third type is a city that is rushed into <br /> an ordinance in order to retain control. Many cities do not put controls <br /> around transportation. <br /> Commissioner Guerrero asked how many deliveries there are a week.
