6.1.D. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
May 23, 2016
SUBJECT
Bay Area Bike Share Program Update
RECOMMENDATION
1. Receive Bay Area Bike Share program information update
2. Direct staff to work with other peninsula cities to develop a bike share program that
may be launched by the end of 2018, and to return to the City Council with an update
in Spring 2017
BACKGROUND
Bay Area Bike Share is a grant-funded regional pilot project that launched on August
29, 2013 in five Bay Area cities: Mountain View, Palo Alto, Redwood City, San
Francisco, and San Jose. Bay Area Motivate, LLC (Motivate) is the current operator of
this bike share system.
Motivate submitted an unsolicited bid to MTC to expand Bay Area Bike Share to the
East Bay in Berkeley, Emeryville, and Oakland, and to continue and expand bike share
in San Francisco and San Jose at no cost to any of those cities. Mountain View, Palo
Alto, and Redwood City were not included in Motivate's expansion/continuation
proposal, but were offered the opportunity to buy in to the system at their own cost. The
grant-funded pilot program is scheduled to end in Mountain View, Palo Alto, and
Redwood City on June 30, 2016.
In fall 2015 staff members from Mountain View, Palo Alto, Redwood City, SamTrans,
and VTA (collectively the "Peninsula Partners") formed a collaborative working group to
evaluate bike share on the peninsula. The Peninsula Partners and representatives from
MTC have met regularly over the past several months to review various options and
costs associated with a peninsula bike share system. These combined efforts are led
by SamTrans, who worked with Toole Design Group to facilitate a decision-making
process for the Peninsula Partners.
The team has reached a point where each peninsula city will decide whether to continue
with and pay for the current bike share system operated by Motivate (either for the short
or long term), to transition to a different bike share system, or to discontinue bike share
(any system). By May 31, 2016 the cities must let Motivate know whether they will opt
in or opt out of the Motivate system.
