6.1.D. - Page 2 <br /> ANALYSIS <br /> After significant analysis and evaluation, including consideration of usage of the <br /> Motivate system in Redwood City, the direct cost of continuing with Motivate, the <br /> opportunity to explore bike share systems which use newer technology, feedback from <br /> the Complete Streets Advisory Committee, the ability to leverage start-up costs of a new <br /> bike share system by coordinating with other agencies, and near-term housing and <br /> transportation projects in Redwood City, staff believe it is most beneficial for Redwood <br /> City to opt out of the Motivate bike share system effective June 30, 2016, the end of the <br /> grant-funded pilot program, and instead focus on the following actions to develop a <br /> viable bike share system which would serve Redwood City and other peninsula <br /> communities: <br /> 1. Continue to work collaboratively with the Peninsula Partners and other peninsula <br /> cities to further evaluate cost-appropriate bike share programs suited to <br /> peninsula communities along the Caltrain corridor, with the goal of a system <br /> launch in Redwood City by the end of 2018. <br /> 2. Submit (collectively or individually) a letter of interest to MTC for future funding <br /> from its Bike Share Capital Program. <br /> 3. Continue to seek input from Redwood City's Complete Streets Advisory <br /> Committee at key decision points. <br /> 4. Request and strongly urge Motivate, Inc. to offer Redwood City's pilot bike share <br /> stations and bicycles to the pilot cities of Mountain View and Palo Alto as of July <br /> 2016 at no capital cost to those cities and at no cost to relocate the stations, if <br /> either or both of those cities choose to opt in to the Motivate system. <br /> 5. If Palo Alto opts in to the Motivate system, explore options for offering the City of <br /> Palo Alto an encroachment permit or other mechanism (at no cost or liability to <br /> Redwood City) enabling Palo Alto to include the existing "Stanford in Redwood <br /> City" bike share station, near 450 Broadway, in its bike share station network. <br /> This will ensure uninterrupted bike share service for Palo Alto riders traveling to <br /> and from Stanford in Redwood City. <br /> The decision to opt out of the Motivate bike share system and to continue working with <br /> the Peninsula Partners is supported by several factors and timing of other events and <br /> programs currently in progress in Redwood City: <br /> 1. Bike share is a long term goal for Redwood City and will be an important factor in <br /> the City's future mobility program. <br /> 2. Redwood City will develop a Citywide Transportation Plan (proposed FY 2016-17 <br /> CIP project). The plan will likely identify active transportation infrastructure <br /> projects, including those supporting bicycling, that may be completed within the <br /> next two years. <br /> 3. Much of Redwood City's new downtown housing will be completed within two <br /> years. <br /> 4. The planned 101 bike/pedestrian undercrossing connecting Main Street to Bair <br /> Island Road is anticipated to be completed in 2018. After the undercrossing is <br />
