6.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Personnel Subcommittee <br /> May 23, 2016 <br /> SUBJECT <br /> Salary Adjustment for the City Clerk <br /> RECOMMENDATION <br /> By Resolution, authorize the Mayor to execute an amendment to the employment <br /> agreement for the City Clerk to provide for a salary adjustment <br /> BACKGROUND <br /> Salaries for Council-appointed positions, including the City Clerk, are reviewed by the <br /> City Council on an annual basis, typically at the time of the employee's annual <br /> performance evaluation. Salary adjustments are made with consideration given to <br /> employee performance, salary position within the City's survey market of benchmark <br /> cities, and the current financial conditions of the City. <br /> ANALYSIS <br /> During the most recent performance review for the City Clerk, the Personnel <br /> Subcommittee considered appropriate salary adjustments, with consideration given to <br /> the increased cost of living and compensation granted to City Clerks in benchmark <br /> cities. In light of significant demands on City services, the City Council seeks to reward <br /> and retain the leadership of the City and remain in solid position for the future by <br /> maintaining salaries at above the labor market median. <br /> The Personnel Subcommittee recommends increasing the City Clerk's salary by <br /> 11.17%, to a new monthly salary of $12,180, effective the first pay period following <br /> January 1, 2015. <br /> In developing the above recommendation, the Personnel Subcommittee considered the <br /> increased pension contributions for executive managers. In fiscal year 2015-2016, <br /> pension contributions made by executive management, including the City Clerk, <br /> increased by 4.5% of salary, to a total of 17% of salary. As this level of employee <br /> contribution is higher than is typical of other comparable cities, the Subcommittee took <br /> this into consideration when considering the market position of the City Clerk's <br /> compensation. With pension contributions taken into account, the proposed City Clerk <br /> salary is near the survey market median for benchmark cities. Similarly, other executive <br /> management positions received a salary increase in July 2015 to partially offset <br /> increased pension contributions in order to remain competitive within the market, and to <br /> maintain an appropriate internal alignment with subordinate classifications.
