ENVIRONMENTAL DONATION FOR REDWOOD SHORES BAYFROHT SPECIFIC PLAN PROIECT BACKGROUND The City of Redwood City is the Lead Agency for preparation of the Redwood Shores Bayfront Spet4~c Plan. Preparation of this plan is a requirement of the Redwood Shores Bayfiront (RSB) zoning district, which is comprised of three adjoining parcels of land totaling 67.4 acres near the easterly tip of Redwood Shores. The owners of the three properties include: 1) South Bayside System Authority (SBSA); 2) Fully Alive Christian Church (FACC), previously owned by KGEI radio station; and 3) Susquehanna San Francisco, owners of the KA]BR radio station property. FACC received a Conditional Use P~n,~t from the City of Redwood City irt tnid-1999 to allow church-related uses on their parcel This approval prompted [he requirement for preparation of the Spec~Sc Plan. The initial draft of the Specific Plan is anticipated to be completed by the end of October, 2000, with completion of the final draft expected by the end of November, 2000. Stonybrook Associates, Inc. has been retained to prepare the draft Spe_~c Plan_ The Specific Plan constitutes a "project" under the C~l~ornia Environmental Quality Act (CEQA); therefore, environmental review of the Specific Plan must occur prior to J.ts adoption by the City. CH2M HILL will be retained to prepare the CEQA document(s) for tlm project and conduct the environmental review process. The RSB Specific Plan will establish the location, intensity, and character of the land uses to be pertained within the boundary of the Specific Plan; development s~mdards; the circulation pattern; and the necessary infrasm~ture improvements to support development within the Specific Plan area. The Specific Plan will also consist of the objectives, policies, design guidelines, end implementation measures to direct development within the Specific Plan area. The Specific Plan will be adopted as an amendment to the Redwood City General Plan, and win establish policies speH~c to the area covered by the Plan. ENVIRONMENTAL REVIEW The City of Redwood C,~ty (City) anticipates that an Environmental Impact Report (EIR) may be required as the appropriate environmental document for the project. However, in accordance with CEQA, an Initial Study will first be prepared to determine the poter~tial significance of environmental impads a~odated with development under the Specific Plan. If the Ini~] Study indicates that environmental impacts can be reduced to a less;than- sign~cant level through mitigation measures that can be incorporated into the project, the City may decide to prepare a Mitigated Negative Declaration (MAID) instead of an To the exter~t possible, the environmental document wifl assess spec~c developmer~t proposals within the SpeCtre Plan. However, these specific proposals may not be developed ~o the level of detail that would permit a project-level of environmental rcview. Therefore, the envh'onmental document would assess the Specific Plmx at a programmatic level.
