A specLqc scope of services is provided for Task 1 in this document. Afte~ rite decision is made as to whether an MND or EIR will be prepared, detailed scopes of work will be developed for subsequent tasks. Task 1: Prepare Project Description and IniSal Study Decision Point: Mitigated Negative Declaration (IVIlXlD) or EIR? Tasks 2 - 5 assume an EI~ would be prepared. If an MND is selected, a revised scope will be provided. T~_~ 2: Prepare Administrative Draft EIR :~ Task 3: Prepare and Ciraflate DEIR Task 4: Prepare ^ar-inistrative Final EIR and Response to Comments Task 5' Prepare Final EIR Preparation of the Specific Plan is being directed by an Oversight Cornmit~e, comprised of the City of Redwood City, the property owners within the Speei~c Plan, and the Redwood Short~ Owners Association (P, SOA). The Oversight Committee meets monthly. Attendance by CH2M I-lrt.L at the Oversight Committee meetings is induded in our scope of work. Task 1: Prepare Project Description and Initial Study Task 1 begius with a kick-off meeting between the CH2M HILL and the City of Redwood City planning sta__ ¢~. We will use tkis meeting to obtain information, existing studies, and project mater~a]~ from the City as necessary. Following the meeting, we will tour the project site to he,me familiar witli the physical setting and ~nvironmental issues associated with the project. As part of this task, we will attend the monthly Oversight Committee meetings for September, October, November, and December, 2000. We will also a~tend a Redwood City Planning Commission study session, which is scheduled to occur during this task. Following completio~a of the draft Specific Plan in late October, we will prepare a draft proiect description for CEQA purposes. The project description will include all of the elements required under CEQA, and will be prepared with input and assistance from lt~e Specific Plan consultant. The draft project description will be circulated for review by the Oversight Committee prior to being finalized. It will include maps and graphics as necessary to inustrate the location and components of the Spe,a~c Plan. We will incorporate as many of the graphics from the Specific Plan as possible to avoid duplication of efiort. Following approval by the Oversight Committee of the project descriptian, we will prepare the draft Initial Study. The draft Irdti~l Study will rely on existing studies, data, and technical reports that are available ~rom the City and property owners. No new technical analyses, other than reconwi.~sance-level field visits, will be performed for the drafe Initial Study.
