6.3.C. - Page 2 <br /> The fireworks display will be conducted at the Port of Redwood City, with street closures <br /> and vehicular and vessel traffic control measures to be determined by the Police <br /> Department to regulate the orderly flow of vehicle and vessel traffic. <br /> The specific street closures for this event are delineated in the Event Summary and the <br /> Event Plan (attached hereto as Attachment 3). City Council approval is required for <br /> these street closures. <br /> In order to minimize impact to the general public for this event, the City has agreed <br /> provide the following services and facilities: street sweepers, traffic cones and <br /> barricades, installation of flags along the parade route, access to Court House Square, <br /> access to the parking structure on Marshall Street for vendor parking, and closure and <br /> parking restrictions as detailed in the PCA parade application and letter along various <br /> city streets starting at 3:00 pm on Sunday July 3, 2016 until 8:00 pm on Monday, July 4, <br /> 2015. Those services will be provided by members of the Parks and Recreation and <br /> Community Services Department, Public Works, the Fire Department, and the Police <br /> Department. Administrators from each of those departments have reviewed the permit <br /> application and associated event plan, and have agreed to provide the stated services. <br /> ANALYSIS <br /> The Independence Day Celebration has been a tradition in downtown Redwood City for <br /> 77 years. Generations of families return to Downtown Redwood City each year to watch <br /> the parade and celebrate Independence Day. It is anticipated that upwards of 40,000 <br /> visitors will attend the parade this year. The festival will showcase the bustling <br /> Downtown area and these visitors will likely patronize local businesses throughout the <br /> day. The community support for the fireworks show will likely result in a large turnout for <br /> the event. <br /> ALTERNATIVES <br /> The City Council could choose not to adopt a Resolution authorizing the street closures <br /> as delineated in Exhibit "A" and Exhibit "B". <br /> FISCAL IMPACT <br /> Based on expenditures for the 2015 celebration and the event plans for 2016, the total <br /> projected cost to the City will be approximately $82,100. Total Police Department <br /> overtime costs for traffic and crowd control is projected to be approximately $46,500. <br /> Public Works Department costs for barricade rental and overtime are projected at <br /> $26,400, and Fire Department overtime is projected at $4,200. Parks, Recreation and <br /> Community Services Department staff, equipment and entertainment costs are <br /> projected at $5,000. Each Department will absorb their respective costs within their own <br /> budgets. <br />
