7.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 13, 2016 <br /> SUBJECT <br /> Public Art Fund and Provision of Public Art by Private Developers <br /> RECOMMENDATION <br /> Hold a Public Hearing, Waive First Reading and Introduce an Ordinance adding Section <br /> 2.38 to the Redwood City Code to establish the "Art in Public Places Fund" and adding <br /> Chapter 45 of the Redwood City Code to (1) establish regulations and procedures for <br /> provision of Art in Public Places; (2) establish a City contribution of one percent of the <br /> City's Annual Outlay Fund to be placed in the Art in Public Places Fund for provision of <br /> Art in Public Places; and (3) require Commercial Development projects over 50,000 <br /> square feet to contribute on-site art that is equal in value to at least one percent of the <br /> project's construction valuation or, alternatively, pay an equivalent in-lieu fee, which will <br /> be deposited in the Art in Public Places Fund <br /> BACKGROUND <br /> On July 22, 2013, the City Council approved the Public Art Master Plan presented by <br /> the Civic Cultural Commission. <br /> The Public Art Master Plan reflects the goals of the Cultural Element within the City's <br /> 2010 General Plan where public art is recognized as a means for promoting vibrancy, <br /> defining cultural uniqueness, supporting economic development, building community, <br /> and improving the quality of life for those that live, work and play here. The General <br /> Plan sets forth the goal that "Redwood City is the place on the Peninsula to experience <br /> and enjoy visual, performing arts, and cultural events by 2030". The Plan further states <br /> that "Culture and the arts inspire civic pride, provide opportunities for expression and <br /> sharing, and serve as a catalytic component of the Downtown economy." <br /> The purpose of the Public Art Master Plan serves as a guide when considering aspects <br /> of public art such as: <br /> • Criteria for the selection and prioritization of potential sites for both public and <br /> private art projects <br /> • Procedures for the review and selection of art <br /> • New strategies for the funding of public art <br />
