6.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 13, 2016 <br /> SUBJECT <br /> Resolution Amending Recycled Water Service Area Map <br /> RECOMMENDATION <br /> Adopt a Resolution Rescinding Resolution 14863 and Adopting the Recycled Water <br /> Service Area Map in Connection with the City's Ordinance regarding Recycled Water <br /> Use <br /> BACKGROUND <br /> On July 7, 2008, the City Council adopted the "Recycled Water Use" ordinance, codified <br /> in Chapter 38, Article VIII, prescribing the uses of recycled water in the City. <br /> Specifically, this ordinance established a policy that recycled water be used for non- <br /> potable purposes within a "Recycled Water Service Area." The Recycled Water <br /> ordinance defined "Recycled Water Service Area" as the precise geographical area <br /> designated by the City and adopted by resolution of the City Council to which the City <br /> will provide recycled water service where it has been determined to be or is expected to <br /> be available. The Recycled Water Service Area also delineated the area within the <br /> City's water service area boundaries where the mandatory use requirements of the <br /> Recycled Water Use Ordinance are enforced. Recycled water use in all other areas is <br /> voluntary. <br /> On May 12, 2008, the City Council adopted Resolution No. 14863 on May 12, 2008, <br /> delineating the precise geographical area designated by the City via the Recycled <br /> Water Service Area Map, which was incorporated by reference to the Resolution. The <br /> Recycled Water Service Area adopted at that time was determined to be the area most <br /> likely to have recycled water available for non-potable uses. <br /> In September of 2013, City Council approved the Stanford in Redwood City Precise <br /> Plan which identified several specific City approvals required to implement the plan. <br /> One approval included amendment of the City's Recycled Water Service Area map to <br /> reflect the project-proposed extension of the recycled water transmission infrastructure <br /> to the Precise Plan Area. <br /> ANALYSIS <br /> It was envisioned at the time the Recycled Water Ordinance was adopted in 2008 that <br /> the recycled water service area may be updated to require future projects to use <br />
