6.3.A. - Page 2
recycled water. The Stanford Project is not currently in the recycled water service area
and thus recycled water use is only voluntary. When the Stanford Precise Plan was
approved, it included a provision to expand the recycled water service area so that
recycled water use is mandatory per the ordinance.
Expansion of the Recycled Water Use Area provides the City with the authority to
impose the mandatory use requirements of the Recycled Water Use Ordinance in the
Stanford Precise Plan Area.
Thus, the City desires to expand the Recycled Water Service Area (as reflected in
attached Exhibit A - " Recycled Water Service Area") to include additional service areas
in the City not currently covered by the Recycled Water Service Area. The attached
resolution accomplishes this task by rescinding Resolution 14863 and adopting the
revised Recycled Water Service Area.
ALTERNATIVES
1. Council may direct staff to revise the Recycled Water Service Area Map prior to
adoption.
2. Council may elect to not adopt the revised Recycled Water Service Area Map at
this time making recycled water use in the Stanford Precise Plan Area voluntary.
FISCAL IMPACT
There is no direct fiscal impact to the City or the Water Enterprise Fund should the
resolution be adopted.
ENVIRONMENTAL REVIEW
Based on substantial evidence in the record, the proposed expansion of the Recycled
Water Service Area is within the scope of the previously certified Environment Impact
Report for the Stanford in Redwood City Precise Plan ("Stanford EIR"). As set forth in
CEQA Guidelines Section 15162(a), there are no new significant impacts nor any
increase in the severity of previously identified impacts and no new mitigation measures
are required beyond those identified in the Stanford in Redwood City EIR.
9ecA-'
JUSTIN CHAPEL
STAFF ORIGINATOR
