Street reconstruction in Phase <br /> III would be completed in the same fashion as Phase I and II. <br /> ANALYSIS <br /> The recommended resolution and public hearing are required pursuant to Sections <br /> 11.41 and 11 .42 of the Redwood City Code. The purpose of the public hearing process <br /> is to define the geographic boundary of the district and to inform the public about local <br /> regulations that require the removal of all poles, overhead wires and associated <br /> structures from the proposed boundary, and require the underground installation of <br /> wires and facilities for supplying electric, communications, or similar or associated <br /> service. The regulations also dictate that all future utility work be undergrounded. The <br /> boundary map shows all the parcels within the proposed district where all utility poles <br /> (except high voltage electric utilities) would be eliminated and electrical wires and <br /> related equipment placed underground. <br /> The proposed public hearing is set for July 13, 2016. The affected property owners will <br /> be given notice of the public hearing through a direct mailing and notice in the <br /> newspaper at least ten days before the scheduled hearing. Notice shall also be mailed <br /> to all utility companies known to have facilities that may be affected. The public hearing <br /> will allow the property owners to express their concerns. The proposed underground <br /> district covers the area shown in the attached boundary map and described in the legal <br /> description. <br /> With the establishment of the district in mid-2016, the estimated completion date is <br /> December of 2021 . The long project schedule is dictated by PG&E's accumulation of <br /> Rule 20A funds and how quickly PG&E staff can design the underground electrical <br /> distribution for this area. Once the district is established staff will continue to work with <br /> PG&E to expedite this schedule. <br /> The construction cost will be estimated upon establishment of the district. The cost of <br /> the design for the Underground Utility District will be paid initially by the City but would <br /> be reimbursed at a later date by PG&E and the other utilities in accordance with the <br /> Rule 20A funding regulations. <br /> Engineering and Transportation staff have met with PG&E representatives regarding the <br /> formation of a district, and to establish the proposed boundaries. PG&E expressed no <br /> objections to forming a district within this area. After the July 13, 2016 public hearing, <br /> staff will meet with all overhead utility service providers to conduct a walkthrough. The <br /> boundaries of the District and the scope of the project will be refined. In future Council <br /> meetings staff will recommend the Council establish an ordinance for the formation of <br /> the proposed district and the execution of an agreement with PG&E. <br /> ALTERNATIVES <br /> Council may choose not to approve the proposed resolution. <br />
