6.3.B. - Page 3
FISCAL IMPACT
As of April, 2016 the Roosevelt Underground Utility District Reconstruction fund (357-
83167) had an available balance of $477,848.32 and the Underground Utility Program
(263-70445) had an available balance of $177,212.22. Initial cost for planning and
design will be paid by the City from these accounts and be reimbursed at a later date by
PG&E as described above. The City has already paid initial consulting services for
surveying to Sandis, Engineers, Surveyors, and Planners in the amount of $15,080 from
the Roosevelt Underground Utility District Reconstruction fund (357-83167).
The cost for the conversion of electric service panels to underground service will be
paid by PG&E up to $1,500.00 per each residential service panel, pursuant to Rule
20.A. The City will pay any costs exceeding $1 ,500.00 per each residential service
panel.
ENVIRONMENTAL REVIEW
Approving the recommended resolution is not a project pursuant to Section 15378 of the
California Environmental Quality Act (CEQA) guidelines because it has no potential for
resulting in either a direct physical change or a reasonably foreseeable indirect change
in the environment. Establishing the Roosevelt Avenue Underground Utility District No.
2016-1 would be categorically exempt from CEQA pursuant to Section 15302(d) of the
CEQA guidelines because it involves undergrounding of overhead utilities.
JAVIER SIERRA
ENGINEERING STAFF
AARON AKNIN
ASSISTANT CITY MANAGER/
