<br /> ITERATION OF THE MOTION: <br /> MIS: BURY/BUCHAN TO SET A PUBLIC HEARING TO ALERT PEOPLE THAT THE COUNCIL <br /> WOULD BE CONSIDERING A SISTER~CITY~RELATIONSHIP WITH ZHUHAI, CHINA, AND <br /> INVITE THE PUBLIC TO PARTICIPATE IN THIS DECISION <br /> MOTION FAILED ON THE FOLLOWING ROLL CALL VOTE: <br /> AYES: COUNCILMEMBERS BUCHAN, BURY AND MURRAY <br /> NOES: COUNCILMEMBERS GREENALCH, STANGEL AND MAYOR LA BERGE <br /> MINUTE ORDER NO. 92-162 <br /> Vice Mayor Bury advised he could not support the resolution to establish a <br /> sister city relationship with Zhuhai, China at this time as he still <br /> preferred to have public input into such an important decision; however, he <br /> does support the sister city concept, and values the friendships he has <br /> established with visiting dignitaries from Zhuhai. Vice Mayor Bury <br /> stated he had serious concerns regarding human rights issues in China at <br /> this time, including: sales of weapons to countries who use them against <br /> the United States; illegal and inhumane labor conditions in the textile <br /> industry; and the occupation of Tibet, which the world has chosen to <br /> 19nore. <br /> Councilman Murray advised he preferred a public hearing, but stated he felt <br /> that the people of Redwood City would be the new Marco Polos, setting out <br /> for China not knowing what they will find, but looking forward to learning <br /> from the Chinese people. Councilman Murray stated he would support the <br /> resolution despite the truth of Vice Mayor Bury's statements. <br /> Councilman Greenalch advised it was important that the vote be unanimous, <br /> that a "no" vote would be symbolic, but not a meaningful symbol because it <br /> would not have a positive impact on those things which needed to be changed. <br /> Councilman Greenalch stated a better symbol would be to reach out and <br /> establish communications with the peoples of Zhuhai, and in the long run a <br /> sister city relationship would promote the greatest amount of good. <br /> Councilwoman Buchan stated she had grave concerns about certain existing <br /> conditions, but believed that through communications, situations could <br /> be turned around. <br /> TITLE READ.
