Mr. Deffebach described break down <br /> of communications between Park owner and residents if ordinance is approved, <br /> the City's middle-man role, and the series of unending battles that would <br /> follow. Mr. Deffebach stated long-term leases were the best method to <br /> protect residents rights as there is recourse if a breach of contract <br /> ensues, and advised there are alternatives to an ordinance, such as the City <br /> could enter into an agreement with Park owners for rent stabilization. <br /> Council discussed problems with negotiations and the 1985 Agreement with the <br /> Park owners in Redwood City, the concept of "value comes from the land" and <br /> market conditions, the Santa Cruz County affordable housing ordinance, <br /> rental apartments have not skyrocketed like mobile home space rent, and <br /> the theory that homeowners have many expenses over many years and should <br /> reap the benefit when they sell their homes, just as a Park owner would have <br /> a profit when the owner sells his property. <br /> -------------------------------------------------------------------------------- <br /> M/S: MURRAY/GREENALCH AT 11:05 P.M., TO CONTINUE THE MEETING TO 11:30 P.M. <br /> CARRIED BY UNANIMOUS VOICE VOTE. <br /> ------------------------------------------------------------------------------- <br /> Ed McDonald, 272 Santa Cruz Avenue, Los Gatos, representing Harbor Village <br /> and Redwood City Mobile Home Estates, argued that a need for the proposed <br /> ordinance was not established as long term leases would be exempt from the <br /> ordinance, and therefore there is no current need for rent control. Mr. <br /> McDonald stated the burden of affordable housing should not be borne by Park <br /> owners, but borne throughout the community by some sort of subsidy. <br /> Council discussed commitment to affordable housing and who pays for it, fair <br /> market mechanism that works on price of the mobile home but not on space <br /> rent, case law and homeowners rights. <br /> THE FOLLOWING PEOPLE ADDRESSED THE COUNCIL WITH ADDITIONAL COMMENTS: <br /> Shelley Riggs, 3015 E. Bayshore Blvd., Harbor Village resident, questioned <br /> Council regarding median income of San Mateo County, and Councilman <br /> Greenalch advised he believed the median income was $35,000 per year. <br /> Brenda Griswald, 3015 E. Bayshore Blvd., Harbor Village resident advised <br /> that new mobile homes were far more expensive than described by Mr. <br /> Deffebach. <br /> Marie Rickes, 3015 E. Bayshore Blvd., Harbor Village resident, spoke about <br /> the return of security deposits. <br /> Mayor La Berge asked if anyone else wished to speak.
