REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 27, 2016 <br /> <br />SUBJECT <br />Reject all bids – Hudson Street Bicycle and Pedestrian Improvements Project <br /> <br />RECOMMENDATION <br />By motion, reject all bids and authorize staff to re-advertise this project for public <br />bidding. <br /> <br />BACKGROUND <br />Certain segments of Hudson Street carry both a significant volume of automobile traffic <br />and a significant amount of pedestrian and bicycle activity. The pedestrian and bicycle <br />activity is mostly related to the nearby schools, parks and community centers. Residents <br />around Hudson Street and members of the school community have expressed concerns <br />about the traffic conditions and the difficulty posed to people walking across and biking <br />along Hudson Street. <br /> <br />With support from the City’s bicycle and pedestrian working group, the City applied for <br />and was awarded a grant from the San Mateo Transportation Authority ($532,640 from <br />Measure A – Pedestrian and Bicycle Program). The grant allows for the design and <br />construction of pedestrian and bicycle improvements on Hudson Street between <br />Woodside Road and Whipple Avenue. The design for the project included corner bulb- <br />outs (and associated drainage modifications as needed), ADA-compliant curb ramps, <br />enhanced crosswalk markings, school and bicycle signage, and minor signal <br />modifications. <br /> <br />The proposed improvements were planned and designed with support and input from <br />community members attending two neighborhood meetings, one held in late 2014 and <br />one in 2015. So far, the City has received positive feedback on the final design of the <br />project. Based on community feedback the project scope included: two raised <br />crosswalks and a traffic circle to mitigate speeding along Hudson, a full signal upgrade <br />at Hudson and Jefferson (all new signal equipment), additional striping at multiple <br />intersections, and additional curb ramps. <br /> <br />On May 9, 2016, the City Council approved the contract documents and plans for the <br />Hudson Street Bicycle and Pedestrian Improvements Project; and authorize the City <br />staff to advertise the project for construction. Following this approval, the project was <br />advertised for bid on May 11th. The bid opening was held on Wednesday June 1st. <br /> <br />6.1.J. - Page 1
