ANALYSIS <br />Consistent with the City’s complete streets goals, this project will increase pedestrian <br />and bicycle safety via the following improvements: <br />• Corner extensions/bulb-outs at six intersections to shorten the crossing distance <br />and therefore the time a person walking across the street will be exposed to <br />moving traffic. <br />• Raised crosswalks will be installed at two intersections. <br />• Traffic circle will be installed at the Hudson/Madison intersection. <br />• Accessible curb ramps will be constructed at all intersections. <br />• All the pedestrian roadway markings and signs will be updated to current <br />standards. <br />• Accessible pedestrian signals will be installed at the Woodside/Hudson <br />Woodside/Hess intersections. <br />• A full signal replacement will be performed at the Jefferson/Hudson intersection, <br />including the installation of accessible pedestrian signals. <br /> <br />The Engineer’s Probable Cost Estimate of this project is in the range of $1,100,000 - <br />$1,400,000. The City received one bids as listed below: <br /> <br />Bidder Bid Amount <br />O’Grady Paving, Inc. of Mountain View $1,949,830.70 <br /> <br />Staff has evaluated all items of the bid and has determined that the bid is much higher <br />than the Engineer’s Probable Cost Estimate and shows some extreme discrepancies. <br /> <br />Staff intends to make several changes to the approach in the second request for bids. <br />First, the Contract Documents will be revised to provide more precise information on the <br />project quantities. Staff will also determine whether traffic signal work should be <br />completed as a separate projects. Finally, staff will conduct extensive outreach to <br />contractors to increase the chance of additional bidders. <br /> <br />ALTERNATIVES <br />Council may choose to accept the apparent Low Bidder O’Grady Paving, Inc. <br /> <br /> <br />FISCAL IMPACT <br />Due to the expanded scope of the project as described above, the current engineering <br />estimate for the project is $1,313,600. <br />Funds for the Hudson Street Bicycle and Pedestrian Improvements Project have been <br />previously approved and appropriated in the Gas Tax Construction Fund, the <br />Transportation Fund, and the Traffic Mitigation Fees Fund in the amount of $1,313,600. <br />This consisted of $532,640 from the approved grant and Redwood City’s agreed match. <br /> <br />6.1.J. - Page 2
