ANALYSIS
Consistent with the City’s complete streets goals, this project will increase pedestrian
and bicycle safety via the following improvements:
• Corner extensions/bulb-outs at six intersections to shorten the crossing distance
and therefore the time a person walking across the street will be exposed to
moving traffic.
• Raised crosswalks will be installed at two intersections.
• Traffic circle will be installed at the Hudson/Madison intersection.
• Accessible curb ramps will be constructed at all intersections.
• All the pedestrian roadway markings and signs will be updated to current
standards.
• Accessible pedestrian signals will be installed at the Woodside/Hudson
Woodside/Hess intersections.
• A full signal replacement will be performed at the Jefferson/Hudson intersection,
including the installation of accessible pedestrian signals.

The Engineer’s Probable Cost Estimate of this project is in the range of $1,100,000 -
$1,400,000. The City received one bids as listed below:

Bidder Bid Amount
O’Grady Paving, Inc. of Mountain View $1,949,830.70

Staff has evaluated all items of the bid and has determined that the bid is much higher
than the Engineer’s Probable Cost Estimate and shows some extreme discrepancies.

Staff intends to make several changes to the approach in the second request for bids.
First, the Contract Documents will be revised to provide more precise information on the
project quantities. Staff will also determine whether traffic signal work should be
completed as a separate projects. Finally, staff will conduct extensive outreach to
contractors to increase the chance of additional bidders.

ALTERNATIVES
Council may choose to accept the apparent Low Bidder O’Grady Paving, Inc.

FISCAL IMPACT
Due to the expanded scope of the project as described above, the current engineering
estimate for the project is $1,313,600.
Funds for the Hudson Street Bicycle and Pedestrian Improvements Project have been
previously approved and appropriated in the Gas Tax Construction Fund, the
Transportation Fund, and the Traffic Mitigation Fees Fund in the amount of $1,313,600.
This consisted of $532,640 from the approved grant and Redwood City’s agreed match.

6.1.J. - Page 2
