REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 27, 2016 <br /> <br />SUBJECT <br />Award of Contract – 2015-2016 Asphalt Rubber Cape Seal and Spot Repair Project <br /> <br />RECOMMENDATION <br />By motion: <br />1. Approve the contract documents and award the standard form construction contract <br />(Section 00520) for the 2015-2016 Asphalt Rubber Cape Seal and Spot Repair Project <br />to American Pavement Systems Inc. of Modesto for their responsive and responsible <br />low bid of $3,177,892.75 and authorize the City Manager to increase the contract <br />amount, if necessary, up to 10% above the original contract amount <br />2. Confirm the determination that the Project is exempt from the provisions of CEQA <br /> <br />BACKGROUND <br />The City’s Roadway Management Program addresses on-going roadway pavement <br />repair and replacement needs. The Roadway Management Program inventories, <br />assesses, and tracks maintenance of the City’s roadways. The 2015-2016 Asphalt <br />Rubber Cape Seal and Spot Repair Project is part of the Roadway Management <br />Program. An asphalt rubber cape seal is generally used on lower traffic <br />volume/residential roadways. <br /> <br />Roadway pavements require repair and regular maintenance for a variety of reasons, <br />including deterioration due to aging, trenching, traffic loads, weather, and intrusive tree <br />roots. Cape seals are a cost-effective preventive maintenance measure that provide a <br />new wearing surface, seal and protect the underlying pavement from damage due to <br />weather, and extend the useful life of the pavement. Prior to the application of the cape <br />seal, larger cracks in the surface are filled with sealant. The project also includes the <br />installation of curb ramps where they don’t currently exist, in compliance with ADA <br />requirements and the City’s complete streets goals. <br /> <br />ANALYSIS <br />Individual roadways are selected for cape seal and/or microsurfacing based on an <br />assessment of the overall pavement condition to make the most efficient use of City <br />resources. <br /> <br />Four bids were received for the 2015-2016 Asphalt Rubber Cape Seal and Spot Repair <br />Project by the bid deadline on June 16, 2016.
