The total base bid of <br />$3,177,892.75 from American Pavement Systems, Inc. is approximately 2% higher than <br />the engineer’s estimate of $ 3,126,182.00. Based upon the bids received, staff believes <br />that the low bid of $3,177,892.75 is reasonable and responsive and recommends <br />awarding the contract to American Pavement Systems, Inc. Construction is anticipated <br />to begin in summer 2016, and conclude in fall 2016. Notification of the proposed work <br />will be distributed to area residents, property owners, business owners, and schools in <br />advance of work. <br /> <br />On certain streets, more striping will be added to increase the safety and comfort of <br />people bicycling, consistent with the City’s complete streets goals. Proposed changes <br />include adding shared roadway markings on Oakwood Boulevard East, Oakwood <br />Boulevard West, Oakwood Drive and Central Avenue within project area. Project streets <br />are shown on the attached project location maps. <br /> <br />ALTERNATIVES <br />Council may choose not to award the construction contract and direct staff to redesign <br />and/or rebid this project. <br />FISCAL IMPACT <br />Funds for the Street Pavement Management Program have been previously approved <br />and appropriated with available balances (as of May 31, 2016) of: <br />· $911,671 in the Transportation Fund <br />· $4,304,509 in the Transportation Impact Fee Fund <br />· $4,443,990 in the Gas Tax Construction Fund <br />· $10,344,908 in the Water Fund <br />· $ 8,353,185 in the Sewer Fund <br /> <br />6.1.N. - Page 2
