REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 27, 2016 <br /> <br />SUBJECT <br />Amendment to the City's Classification and Salary Plan <br /> <br />RECOMMENDATION <br />1) Adopt a Resolution amending the City’s Classification and Salary plan to create <br />the classification of Senior Assistant City Attorney and create the classification of <br />Assistant City Clerk and eliminate the Deputy City Clerk classification. <br />2) Adopt a Resolution increasing the in-lieu hours for the classification of Deputy City <br />Attorney to 160 per calendar year, equivalent to other Executive Management <br />classifications <br /> <br />BACKGROUND <br />Due to the dynamic nature of providing services to the community and serving the <br />organization, positions often evolve and advance beyond the original classification <br />and/or scope. When this occurs, Human Resources staff works closely with <br />Department management to conduct a classification analysis to determine the <br />appropriateness of existing classifications, and recommend amendments to the <br />Classification and Salary Plan as necessary. In some cases, new classifications are <br />developed for the purpose of accurately capturing the scope of duties and qualifications <br />needed for a position, and ensuring appropriate and competitive compensation. <br />Recently, staff conducted job analyses and compensation studies for positions in the <br />City Clerk’s Office and City Attorney’s Office, and based on these studies, staff <br />recommend amendments to the City’s Classification and Salary Plan to create a Senior <br />Assistant City Clerk classification, create the classification of Assistant City Clerk and <br />eliminate the Deputy City Clerk classification, as well as an amendment to the Executive <br />Management Summary of Benefits increasing the in-lieu hours for the classification of <br />Deputy City Attorney to 160 per calendar year, equivalent to other Executive <br />Management classifications. <br /> <br />ANALYSIS <br />The Deputy City Clerk classification has evolved and advanced beyond the original <br />classification and scope. Additional duties assigned and performed have included <br />assisting with budget development and management, establishing and implementing <br />departmental goals, objectives, policies and procedures, conducting studies on office <br />operations and activities to evaluate process efficiencies and effectiveness, preparing <br />6.3.D. - Page 1
