This position also acts as the City <br />Clerk in his or her absence. The Human Resources Division conducted a classification <br />analysis to determine whether the classification of Deputy City Clerk was still <br />appropriate for the position. Staff, in conjunction with the City Clerk, analyzed current <br />job duties. It was concluded that the job duties more appropriately align with that of an <br />Assistant City Clerk. This classification will continue to be an FLSA-exempt <br />management position included in the Redwood City Management Employees’ <br />Association (“RCMEA”). <br /> <br />Human Resources staff conducted a salary survey using designated labor market cities. <br />Only two of these cities had comparable classifications; therefore, internal <br />classifications were also analyzed. Staff recommends a salary aligned to the <br />Management Analyst I ($7,729-$9,272/monthly) classification, based on the similar <br />duties and scope of responsibility. The recommended range is consistent with the labor <br />market median of the two comparable positions included in the salary survey. The City <br />has reached tentative agreement with RCMEA on the job description and salary range <br />for this new classification. <br /> <br />Senior Assistant City Attorney: <br />The classification of Assistant City Attorney was originally established in 2001 as a <br />single-position classification to assist the City Attorney in providing legal representation <br />to the City Council, its agencies, boards and commissions, the City Manager and City <br />departments. At that time, the City Attorney’s Office operated with only two full-time <br />attorneys, frequently relying on outside counsel for legal matters in a variety of subject <br />areas. Since that time, the City’s legal staff has grown to five full-time attorneys, <br />allowing the City to handle a majority of legal matters in-house. Consistent with legal <br />departments in other cities handling issues of similar size, scope and complexity, staff <br />recommends a classification structure that recognizes the most highly experienced and <br />technically proficient attorneys. The requirements of the proposed Senior Assistant City <br />Attorney class include ten years of municipal experience, the ability to handle the most <br />complex and/or high-profile litigation cases in technically specific areas, and acting as <br />the City Attorney in his or her absence. The Senior Assistant City Attorney and the <br />Assistant City Attorney classifications would be designated as a “flexibly staffed” <br />classification series. Under this model, sufficient funds are allocated so that the City <br />Attorney may choose to fill a position at either classification level, depending on the <br />needs of the organization. In addition, the City Attorney may choose to promote an <br />Assistant City Attorney to the Senior Assistant City level when he or she has attained <br />and demonstrated the experience, skills, abilities required by the senior level <br />classification. <br />6.3.D. - Page 2
