<br />Human Resources staff conducted a salary survey using designated labor market cities. <br />Consistent with other cities with this classification, the recommended salary is set at <br />10% above the Assistant City Attorney classification at $13,162 - $17,092 per month. <br />This classification would be an at-will position included in the Executive Management <br />group, and is FLSA-exempt. <br /> <br />Deputy City Attorney (benefit change) <br />Council reinstated the classification of Deputy City Attorney by resolution in June 2015. <br />As an executive management position, the Deputy City Attorney is eligible for in-lieu <br />hours, an additional leave bank granted in partial recognition of the extensive hours <br />required and at-will status of executive positions. For other Executive Management <br />positions, 160 in lieu hours are granted annually. However, the resolution to reinstate <br />the Deputy City Attorney classification also limited the in-lieu hours to 80 hours <br />annually, as it was not anticipated that the Deputy City Attorney would be frequently <br />required to work evening hours for Council meetings and meetings of City Boards, <br />Commissions, as do the City Attorney and Assistant City Attorneys. Since the <br />classification was re-instated, the City has hired two Deputy City Attorneys. At the <br />same time, the increasing workloads and the need for additional support for Council, <br />Boards, and Commissions has resulted in working hours consistent with other executive <br />management positions. In recognition of these additional hours, staff recommends an <br />in-lieu hour bank of 160 hours for Deputy City Attorneys, consistent with other executive <br />positions. <br /> <br />ALTERNATIVES <br />· Council could take no action and continue using existing job classifications, <br />salary ranges, and benefits. <br />· Council could advise staff to do further evaluation and recommend alternative <br />classification(s), salary changes, or benefits. <br /> <br />FISCAL IMPACT <br />The total cost of the recommended classification and benefit changes for fiscal year 16- <br />17 is as follows: <br /> <br />Create an Assistant City Clerk Classification (1 FTE) $6,000 <br />Create a Senior Assistant City Attorney classification $36,600 <br />Increase in-lieu hours for Deputy City Attorney $5,300 <br />Total Cost $47,900 <br /> <br />These changes were anticipated and included in the proposed fiscal year 2016-2017 <br />budget. <br />6.3.D. - Page 3
