Executive Summary ES‐3
Water & Sewer Financial Plans & Rate Studies

1 Single family residential accounts and multi‐family residential accounts with 2‐9 dwelling units are assigned 1.00 Dwelling
Unit Equivalent (DUE) per dwelling unit. Multi‐family residential accounts with 10 to 59 dwelling units are assigned 0.75
DUEs per dwelling unit. Multi‐family accounts with 60 or more dwelling units are assigned 0.50 DUEs per dwelling unit. The
monthly Basic Service Charge for each residential account is calculated by multiplying the Basic Service Charge by the
number of DUEs on the customer’s account. The water quantity charge for each residential account is calculated based on
the rates shown above, but with the volume of water included in each tier multiplied by the number of DUEs on the
customer’s account.
2 A 'unit' of water is one hundred cubic feet (hcf) of metered water use, which is equivalent to approximately 748 gallons.
3 Charged to customers with separate commercial meters for potable water landscaping, based on a 'water budget'
calculated according to the City's 'water budget methodology', which is available at www.redwoodcity.org/utilityrates.
Current
WaterAugust 1July 1July 1
Rates2016 2017 2018
RESIDENTIAL WATER RATES1
Monthly Basic Service Charge
Fixed monthly charge per Dwelling Unit Equivalent $28.49$25.39$27.38$29.52
Charge per bimonthly billing period56.9850.7854.7659.04
Water Quantity Charges2
Billed per hundred cubic feet of metered water use per bimonthly billing period
Rate Tiers Current Bimonthly Tiers Proposed Bimonthly Tiers
Tier 1 0 ‐ 10 units$3.800 ‐ 8 units$5.27$5.68$6.13
Tier 2 11 ‐ 25 units4.829 ‐ 20 units6.326.827.35
Tier 3 26 ‐ 50 units7.8821 ‐ 40 units8.779.4610.20
Tier 4 51+ units11.1141+ units11.5712.4713.45
NON‐RESIDENTIAL WATER RATES
Monthly Basic Service Charge
Fixed monthly charge based on meter size
Meter Size Meter Size
5/8‐inch$28.495/8‐inch$25.39$27.38$29.52
3/4‐inch42.743/4‐inch38.0941.0744.28
1‐inch71.211‐inch63.4868.4573.80
1‐1/2‐inch142.451‐1/2‐inch126.95136.90147.60
2‐inch227.892‐inch203.12219.04236.16
3‐inch427.323‐inch380.85410.70442.80
4‐inch712.204‐inch634.75684.50738.00
Over 4‐inch1,424.42Over 4‐inch1,269.501,369.001,476.00
Commercial Water Quantity Charges2
Billed per hundred cubic feet of metered water use per monthly billing period
Rate Tiers Current Monthly Tiers
Tier 10 ‐ 15 units$4.82
Tier 216+ units7.87
Landscape Irrigation Water Quantity Charges3
0‐100% of budget$6.190‐100% of budget$6.32$6.82$7.35
101‐200% of budget12.40101‐200% of budget8.779.4610.20
>200% of budget18.59>200% of budget11.5712.4713.45
Recycled Water Quantity Charges4
All recycled water use $6.19All recycled water use $6.32$6.82$7.35
Proposed Water Rates
Proposed Water Rates
All water use $6.32$6.82$7.35
6.4.A. - Page 23
