Sewer Utility Finances & Rates  74  <br /> Water & Sewer Financial Plans & Rate Studies  <br />Commercial/non‐residential impacts can vary widely depending on customer class and billed water  <br />use.  In general, most low use customers will benefit from the proposed rates with the exception of  <br />lower‐use restaurants, who can face substantially higher percentage rate increases due to the  <br />transition away from a uniform fixed charge that includes the first 10 hcf of billed usage, to an  <br />approach that bills each customer for every unit of use, subject to a minimum charge.  This  <br />transition takes away the benefit high‐strength customers currently receive from paying the current  <br />fixed charge of $74.95 instead of having to pay for 10 hcf of use at the current high‐strength rate of  <br />$14.93 which would have totaled almost $150.  <br />  <br />Figure S4 shows a survey of monthly regional sewer bills for a standard strength commercial  <br />customer using 20 hcf of monthly water use.  Roughly 83% of non‐residential sewer accounts are  <br />this customer class.  With the proposed 2016/17 rates, Redwood City’s bills for this usage level will  <br />remain in the lower‐middle range compared to other agencies.    <br />  <br />Figure S4:  Standard Strength Commercial Sewer Rate Survey <br />  <br />   <br />6.4.A. - Page 101
