EIR Contract with Certified Earth Metrics for Pacific Shores Center Project Removed from the Consent Calendar by Councilman Greenalch to be discussed at this time. (702-02) REPORT: Planning Director, November 23, 1992 Draft Resolution and Agreement with Exhibit "A" Councilman Greenalch expressed his concern regarding statements found in Exhibit "A" including the use of data from previous studies, project alternatives and their implications provided by consultant, make-up and objectives of scoping meeting, lack of environmental community involved in workshops, jobs and housing balance, lack of specificity and traffic impacts, and the true picture of available water. Councilman Greenalch advised that the author of the EIR should NOT be in contact with the developers, specifically not to coordinate inclusion into the EIR of the results of deliberations of developer with Army Corps of Engineers over reduction of wetlands. Also, Councilman Greenalch stated the Council will provide leadership to the consultant to determine which alternatives to consider. City Attorney Schricker advised the issue before the Council was, does this Exhibit "A" adequately cover the scope of services. Councilman Greenalch stated that Exhibit ItA" did not cover what he wanted in the EIR for this very important area and development. Planning Director Patterson advised an appropriate solution would be to prepare two agreements rather than one: 1) the Initial Study which would allow for maximum input, and later on, 2) Preparation of the EIR. CONSENSUS: It was determined by Mayor Buchan that it was the consensus of the Council to direct staff to prepare two separate agreements covering the EIR for the Pacific Shores Center Project.
