Report from economic consultant regarding rent increase factors and a Mobile <br /> Home Rent Stabilization Ordinance in Redwood City. (301-25) <br /> On September 14, 1992 the City Council adopted the following schedule: <br /> September 14, 1992 - provide a draft copy of the ordinance to all interested <br /> parties, invite written comments, and direct staff to engage an economic <br /> consultant to provide rent increase factors; <br /> October 26, 1992 - invite concerned parties to present oral arguments; <br /> ** November 16, 1992 - economic consultant presentation to Council; <br /> (This report was rescheduled to November 23, 1992 due to the <br /> installation of newly elected Councilmembers on November 16, 1992.) <br /> December 14, 1992 - community input regarding the economic consultant's <br /> report and Council decision whether or not to pursue the matter. <br /> The purpose of the meeting was to receive the report from the economic <br /> consultant regarding rent increase factors. <br /> The Council did not make a decision tonight regarding the Mobile Home Rent <br /> Stabilization Ordinance. <br /> REPORT: Assistant Finance Director, November 23, 1992 <br /> Mobile Home Rent Control, Lenny Goldberg & Associates <br /> City Manager Everett provided a synopsis of the issue and introduced Mr. <br /> Lenny Goldberg who presented his report on "Mobile Home Rent Control" <br /> stating he was a consultant and not an advocate. <br /> Mr. Goldberg described his understanding of the intent of the proposed <br /> ordinance "to maintain reasonable security from rapid rent increases for <br /> current homeowners who are, like virtually all mobile homeowners, unable to <br /> move if rents rise too rapidly; preserve affordable housing for future <br /> tenants; and maintain, pursuant to current law, a reasonable and fair return <br /> to park owners and incentives to maintain the property." <br /> Regular Meeting Minutes <br /> November 23, 1992 MINUTE BOOK NO. 51 <br /> Page 5 <br /> Page No. 251 <br /> . ... .- ""'--"" "'r"'" ._- <br />
