<br /> Jerry Fuchs, Vice President of Sales of the Times Tribune and Redwood City <br /> Tribune, stated that all th~tfJÎc,~i,j!ß~;tÌJ1f"the Redwood City Tribune area use it <br /> for legals, but not exclusively. . In ~nswer to Council questions, Mr. Fuchs <br /> stated the pending sale of the Peninsula Times Tribune will affect the <br /> future of the Redwood City Tribune, and they are looking forward to local <br /> ownership or ownership by a smaller community oriented company. In answer <br /> to Council questions, Mr. Fuchs advised that advertising and not paid <br /> circulation is the most important revenue, and that if it is a good <br /> newspaper people will read it. Mr. Fuchs advised legal advertising has a <br /> very specialized audience, and those people interested in the legal business <br /> of the City will seek out the official newspaper. Mr. Fuchs advised the <br /> Redwood City Tribune is a community oriented newspaper and it can save the <br /> City money. Mr. Fuchs advised he would like to work with the City Manager <br /> on a program discussed earlier, informing the people of Redwood City on ¡ <br /> local government. <br /> Mr. Eliah stated that the bid submitted was very competitive to show how <br /> much the Redwood City Tribune wanted to work with the City, and advised that <br /> the Redwood City Tribune had recently proposed a plan to publish the City's <br /> newsletter on a quarterly basis which is under review by the City Manager's <br /> office which would save thousands of dollars. <br /> Joe Steinfeld, 850 Main Street, Redwood City, asked Council to designate the <br /> the Redwood City Tribune as the official newspaper based on their low bid <br /> and not the paid circulation. Mr. Steinfeld advised that two of the <br /> Councilmembers had received campaign contributions from the Redwood City <br /> Almanac, and asked if this presented a conflict of interest. <br /> City Attorney Schricker advised there was no conflict of interest. <br /> In response to Council questions, City Attorney Schricker summarized his <br /> legal opinion advising Council that the Charter states "Contracts for <br /> advertising shall be awarded to the lowest responsible bidder. If there are <br /> two or more lowest bids for advertising, the Council shall award the <br /> contract to the newspaper having the largest paid circulation." Mr. <br /> Schricker advised Council that first they must determine if there is one, or <br /> if there are two, "lowest responsible bidder(s)." If council determines <br /> bids are close enough to qualify both as lowest, then the Charter requires <br /> the bidder with the highest circulation be designated as the official <br /> newspaper, and Council should also determine if the lowest bidder is <br /> qual ified. <br /> Nita Spangler, Edgewood Road, Redwood City, reminded everyone that if one <br /> wishes to determine editorial comment in a newspaper one needs to start his <br /> or her own paper, and advised that there is a high degree of interest in <br /> legal advertising, albeit by a limited audience. Mrs. Spangler advised that <br /> legal advertising should be in a dependable publication with regular <br /> distribution. <br /> In response to Council questions, City Attorney Schricker advised that the <br /> wording in the Charter did pose a problem of interpretation, but the intent <br /> was clear: to give the Council discretion, not lock Council into the lowest <br /> Regular Meeting Minutes <br /> December 21, 1992 MINUTE BOOK NO. 51 <br /> Page 6 Page No. 277 <br /> T .,.. ..--..
