<br /> Councilmembers discussed the goals of the study session, and agreed that <br /> input from the audience had been encouraged at previous public hearings and -.- <br /> need not be heard at this study session. <br /> CONSENSUS: It was determined by Mayor Buchan that it was the consensus of <br /> the Council to observe the procedures of a study session, and to limit the <br /> audience participation to responding to direct questions from Council. <br /> MEMO 1/26/93 <br /> Councilwoman La Berge described her meeting with the owner of Harbor <br /> Village Mobile Home Park, Mr. Engel; J. R. Rodine, Mr. Engel's attorney; <br /> Mr. Phillips, Park manager; and Mr. Deffebach, mobile home industry <br /> representative. Councilwoman La Berge advised that Mr. Engel was willing <br /> to begin negotiations to develop a mutually acceptable lease agreement to <br /> take effect the end of August, 1995, and to put that in writing. <br /> In response to questions from Councilwoman La Berge, Mr. J. R. Rodine, <br /> advised that Mr. Engel was in support of fine tuning a mutually agreeable <br /> lease, but that vacancy control was unacceptable. Mr. Rodine advised that <br /> lease lengths, pass throughs and subsidies would be negotiable, but the <br /> Park owner wanted the full CPl. Mr. Rodine advised that Mr. Engel was <br /> willing to sit down and begin negotiations right away, and if both sides <br /> agreed, the new leases could take effect prior to 1995. <br /> Councilman Greenalch referred to Section 8.5 of the long term leases and <br /> suggested that it was a form of vacancy control ("Upon sale of a mobile <br /> home, Park may increase rents to the greater of 15% or comparable space <br /> rents.lI) Councilman Greenalch stated he was convinced that saying to <br /> Park owners you must freeze rent increases, and then allowing coach owners <br /> to obtain a higher price, illustrates that controlling only one side of the <br /> equation is unfair. <br /> Councilman Greenalch advised that the city has no connection with the <br /> leases signed between the park owners and the residents. Al so, the City <br /> cannot order the groups to get together and renegotiate, but can only <br /> encourage them to do so. Councilman Greenalch added that owners and <br /> residents of other Parks do not have to wait for the outcome of <br /> negotiations at Harbor Village Mobile Horne Park, and could certainly take <br /> the initiative in beginning their own negotiations. <br /> Councilwoman Steinfeld advised that all four mobile home parks in Redwood <br /> City are currently using the same lease. <br /> In response to Councilwoman La Berge's questions, Marie Rickes, Harbor <br /> Village Mobile Home Park, advised she would be willing to participate in <br /> renegotiating long term leases, but her main concern was that during the <br /> last negotiations the people at the table representing Mr. Engel did not <br /> Special Meeting Minutes <br /> January 25, 1993 <br /> MINUTE BOOK NO. 51 Page 4 <br /> Page No. 304 <br /> -. - --- <br />
