Mr. Roushall advised he would be <br /> willing to be a part of the negotiations. <br /> In response to Mayor Buchan's question, Mr. Engel advised he would <br /> participate in the negotiations as much as he could, and he would try to <br /> have a progress report back to the Council within 30 days. <br /> MEMO 1/26/93 <br /> Councilmembers discussed monitoring the negotiations and if desirable, who <br /> would be best suited to do it; avoiding be drawn into the negotiations; the <br /> the belief that Councilmembers should not be part of the negotiations nor <br /> attendees; the benefits of a good, strong facilitator; the importance of <br /> attitudes and perceptions in negotiations; and the more optimistic mood <br /> that now prevails due to the success of the long term lease program. <br /> Councilman Greenalch stated for the record that there had been a <br /> significant change in the attitude of Mr. Engel, not that his attitude was <br /> the problem in the past, but perceptions on all sides made the previous <br /> negotiations difficult; and that there was a better chance now to achieve a <br /> more balanced long term lease than the current one. <br /> Councilman Greenalch spoke to the larger issues of mobile homes no longer <br /> qualifying as affordable housing in Redwood City and how that impacts the <br /> Redwood City Housing Element; mobile home owners in distress and how the <br /> City can help them protect their investment; and the unscrupulous practices <br /> employed by some people who tried to cause panic selling. Councilman <br /> Greenalch suggested the Board of Realtors look into this breach of the Code <br /> of Ethics. <br /> MEMO 1/26/93 <br /> In answer to Council questions, Steve Liang, owner of R. C. Mobile Home <br /> Park advised he is using the same leases in his Park, and would also be <br /> willing to negotiate new long term leases. <br /> Councilman Sanfilipo stated the issues of affordable housing and assistance <br /> to those in distress are of great concern, and described programs to help <br /> first time homeowners, including corporate assistance.
