Chuck Loza, Canyon Road, described pot holes and clogged sewers on Canyon
Road, and advised that the speed limit was not observed and police did not
patrol it.
Erin Callaghan, Central Avenue, described the process she and her neighbors
of Oakwood were following to establish an assessment district for
substandard streets and advised that she supported the Council's revised
policy.
Cliff Keely, Canyon Road, stated that City support was needed to resolve
this issue, and weight limits should be established.
Gerri Benesch, Oak Knoll, advised that when water mains break on Canyon
Road, water pressure on Oak Knoll is affected. Mrs. Benesch received
assurances by the City Manager that when repairs were made on any street the
infrastructure was inspected and repaired if necessary.
Beverly Rosenquist, Canyon Road, suggested that people use Canyon Road as a
short cut to Highway 280 as well as Emerald Hills, and that after Canyon
Road is repaired there should be more stop signs, weight limitations and
SamTrans should pay for their part of the damage. Mrs. Rosenquist advised
she supported the Council's revised policy.
Councilmembers discussed the Committee report, public comments, whether or
not the proposed revised policy was the appropriate course, assessment
districts and partnerships, dividing substandard streets into the categories
of local and collector streets, and the wide variety of resources to be
tapped.
MIS: STEINFELDILA BERGE TO ACCEPT THE COMMITTEE'S RECOMMENDATIONS AS BEING
ON THE RIGHT TRACK AND TO APPROVE THE DIVISION OF SUBSTANDARD STREETS INTO
THE TWO CATEGORIES OF LOCAL STREETS AND COLLECTOR STREETS.
ADOPTED BY UNANIMOUS ROLL CALL VOTE.
MINUTE ORDER NO. 92-024
City staff will prepare "a policy which defines the amount of money the City
will contribute toward improvements, which will require a determination of:
a. The amount and rationale for the City's contribution; and
b. The source of funds for the City's contribution, realizing that Gas Tax
or Transportation Funds already have demands which exceed available
monies." MEMO 2/9/93
City Engineer Luck advised there would be a meeting on substandard streets
at the home of Delores Haber, at 7:30 p.m., February 9, 1993, ând invited
every interested party to attend.
MEMO 2/9/93
----------------------------------------------------------------------------------
Mayor Buchan recessed the Meeting at 9:23 p.m.
The Meeting reconvened at 9:37 p.m.
----------------------------------------------------------------------------------
Regular Meeting Agenda
February 8, 1993
Page 6
MINUTE BOOK NO. 51
Page No. 320
