<br /> City Manager Everett advised that the State legislature is considering <br /> the adoption of enabling legislation that would permit cities to enact a tax <br /> for street repair under certain conditions. <br /> :ì1 i¡Hj t,iì ~ <br /> In answer to Council questions, City Engineer Luck described how SamTrans <br /> now had to compete for the same funds cities needed for repair of streets; <br /> the results of the total trips on the collector streets; acceptable <br /> boundaries of assessment districts; and acceptance of minimum rural <br /> standards for subject streets. <br /> City Manager Everett advised that the Council needed to know if the people <br /> living on or near the collector streets agreed that the Council was on the <br /> I right track in proposing that the focus should be on collector streets and <br /> partnerships in assessment districts were the right way to go. <br /> The following people addressed the Council: <br /> Adelina Macedo, Canyon Road, Redwood City questioned the City's funding of <br /> the improvements on Roosevelt, and Council advised that this was an example <br /> of why a new policy was needed, to ensure equitability. <br /> I Susan Keely, Canyon Road, advised that many residents do not want to lose <br /> the rural character of the street, but Canyon Road was so eroded it was <br /> dangerous. <br /> In answer to questions, City Manager Everett advised that the State had <br /> taken $2.3 million from Redwood City over the last two years to make up for <br /> its own budget shortfalls and could take another $2.4 million this year, and <br /> how the loss of this $4.7 million directly impacts the City's ability to <br /> provide services, such as street repairs. <br /> Carl Kriletich, Foss Drive, thanked Council and staff for their efforts and <br /> advised he supported assessment districts. <br /> Arlie Anderson, Bradshaw Terrace, described minimum maintenance done on <br /> Bradshaw, the problems caused by the explosive growth in the Emerald Hills <br /> area in the County, and the damage caused by SamTrans buses; suggested staff <br /> look at the good job of repairs done by the County on Cordilleras Road, <br /> advised he would approve an assessment district if it included Emerald Hills <br /> and SamTrans participation, and agreed that the Council should revise its <br /> policy. <br /> Councilman Greenalch advised that the Board of Directors of the Emerald <br /> Hills Homeowners Association pledged to use what leverage they have to <br /> involve the San Mateo County Board of Supervisors in addressing the problems <br /> I caused by Emerald Hills related traffic. <br /> I Ernie Hansen, Bradshaw Terrace, asked Council to seek all federal funding <br /> available. <br /> Regular Meeting Agenda <br /> February 8, 1993 <br /> ¡ Page 5 MINUTE BOOK NO. 51 <br /> Page No. 319 <br /> I <br /> I <br /> I - '-" ')' -- <br />
