Council to establish policy <br /> directions regarding revision of the City's substandard street policy. <br /> REPORT: Community Development Director, February 3, 1993 <br /> Substandard and Limited Right-of-Way Street Improvement <br /> Policy and Standards, City Engineer, March 12, 1992 <br /> City of Redwood City Roadway Management System <br /> Questions and Answers About Assessment District <br /> City Manager Everett described the current policy, and how the problems <br /> on Canyon Road led to the Council's decision to form a substandard streets <br /> Committee and the process by which the Council would make its decision <br /> regarding revision of the City's policy. City Manager Everett advised <br /> Council would only be discussing the process and possible revisions to <br /> current policy this evening, and not individual situations, priorities nor <br /> shared cost percentages. <br /> Councilman Greenalch, member of the Committee, provided the background on <br /> the current policy which only allows basic maintenance on substandard <br /> streets, and advised that the City alone could not bring these streets up to <br /> standard. Councilman Greenalch described the partnerships the City was <br /> proposing to establish with the people who wanted to improve the streets. <br /> Councilman Sanfilipo suggested breaking down the figures to the bottom line <br /> and illustrating how each household and each citizen will be affected. <br /> City Engineer Luck described criteria for substandard streets, showed <br /> overheads listing the collector and local substandard streets in the City; <br /> explained the process of establishing assessment districts; advised the <br /> total cost of bringing all these streets up to standard would be close to <br /> $40 million, but the cost of fixing only collector streets would be <br /> approximately $6 million; proposed alternatives for calculating the City's <br /> contribution to assessment districts for the purpose of upgrading <br /> substandard streets; and how the Redwood City Roadway Management System sets <br /> priorities and budgets for surface treatment on City Streets, and provides <br /> information to evaluate the extent and cost magnitude of substandard <br /> streets. <br /> , <br /> <br /> Regular Meeting Agenda <br /> MINUTE BOOK NO. 51 February 8, 1993 <br /> Page 4 <br /> Page No. 318 <br />
