Councilwoman La Berge, on behalf of the Council, invited everyone in the <br /> community to attend the new Police Facility dedication on March 20th and <br /> described the special badges to be presented to children and the other <br /> activities including a presentation by the motorcycle and K-9 units. <br /> B. Councilwoman Steinfeld described the topics discussed at the Council <br /> Downtown Committee meeting on February 26th including the proposed <br /> Business Improvement Seminar, Choice Clinic, Peninsula Conflict Resolution <br /> Center and the bickering still going on between the Downtown Association and <br /> the Merchants Group. <br /> City Manager Everett advised that the proposed Business Improvement Seminar <br /> was being discussed at the Committee level as the City was not involved in <br /> the proposal at this time. Also, City Manager Everett advised that his <br /> staff had contacted Choice Clinic weekly, all issues had been thoroughly <br /> discussed, and the City was waiting for the Clinic to go forward with a new <br /> entrance to lessen the economic impact on their business neighbors. <br /> Mayor Buchan advised that if the Downtown Association and the Merchants <br /> Group did not want to mediate their disagreements the Council could not nor <br /> would not be drawn into a dispute between private parties. <br /> Councilmembers advised all municipal decisions should and would be made at <br /> the Council level and never in committee. (301-08) <br /> MEMO 3/2/93 <br /> In response to Council questions, City Manager Everett advised that staff <br /> was working with the two downtown organizations regarding the submittal of <br /> two applications for letter permits for festivals only one week apart, and <br /> advised that this matter would be brought to the Council for a decision <br /> very soon. <br /> C.
