<br /> Councilman Claire described his efforts since late summer to mediate <br /> this issue with Choice Clinic, the owners of the building, and owners of <br /> neighboring businesses, and advised that good alternatives were proposed <br /> but not followed through. Councilman Claire advised that the current <br /> parking restrictions were originally requested by the owners and <br /> businesses of the 600 block of Main, but if they are not working, then it <br /> would be appropriate to review them. <br /> In response to Council questions, City Attorney Schricker advised that <br /> essentially this was a matter between private parties who were seeking a <br /> public solution; the issue was one of private rights and there are <br /> private remedies; the City's ordinance prohibiting interference with <br /> business had been used and arrests had been made; the City cannot <br /> regulate content of signs; other communities are experiencing similar <br /> disruptions; and the San Jose ordinance will be tested in court. <br /> City Manager Everett described ongoing attempts at resolving this issue, <br /> and staff time it has and is taking, and advised that the owners will not <br /> go forward with solutions that have been suggested. <br /> Councilman Greenalch asked staff to review the parking situation and <br /> provide a written report at the March 22nd Council meeting, or, if more <br /> practical, after the next meeting to be held with the main participants, <br /> and agreed that private parties must pursue private remedies. <br /> MEMO 3/9/93 <br /> Mayor Buchan advised that she and Vice Mayor Claire would be members of <br /> a committee that would meet as soon as possible that would include staff, <br /> businesses and business owners on the 600 block of Main Street, including <br /> Mrs. Wilkinson, to review and speed up the resolution process between the <br /> private parties, if possible, and report back to Council. <br /> (101-05) <br /> MEMO 3/9/93 <br /> ------------------------------------------------------------------------ <br /> B. Ralph Nobles, Country Club Drive, San Mateo County Planning <br /> Commissioner, addressed the Council regarding the proposed move of the <br /> National Weather Service move from Redwood City to Monterey, and the <br /> negative impacts such a move would have on accurate weather forecasting <br /> in the Bay Area, and the loss of tradition and pride from Redwood City as <br /> the byline of Bay Area weather nationwide. Mr. Nobles urged Council to <br /> adopt a resolution opposing this move and send it to California federal <br /> lawmakers.
