Marie Rickes, Harbor Village Mobile Homes, Redwood City, advised she was <br /> no longer representing the mobile home tenants, but was now appearing <br /> only as a resident, and asked Council why the park owners had not <br /> submitted their plans within"the 30-day time period they had promised at <br /> the January 25, 1993 Council meeting. Mrs. Rickes advised that the parks <br /> owners had promised to keep the tenants advised of progress toward <br /> negotiations, but had not done so. <br /> Mayor Buchan explained that the first scheduled appearance by the owners <br /> was postponed by Council due to the budget session, that staff had asked <br /> to cancel the March 15th meeting, and the owners were now scheduled to <br /> present their report at the March 22nd meeting. <br /> Councilmembers acknowledged the frustrations of the tenants, and of the <br /> Council as well, in making this negotiation process take place and be <br /> successful, and advised they would not let the park owners renege on <br /> their promises. <br /> Mayor Buchan advised she would contact Mr. Rodine on Tuesday, March 9th <br /> and discuss this situation with him. (301-25) MEMO 3/9/93 <br /> ------------------------------------------------------------------------ <br /> Don Peters, Mobile Home Estates, Redwood City, reminded staff that at <br /> the January 25, 1993 Council meeting on mobile home parks, he had asked <br /> why mobile home tenants had to pay commercial water rates, and that after <br /> an initial call by staff he had not heard further. (301-25) <br /> City Manager Everett advised he would contact Mr. Peters on Tuesday. <br /> MEMO 3/9/93 <br /> ------------------------------------------------------------------------- <br /> D. Mary Spore-Alhadef, City employee, member of the Union negotiating team, <br /> advised Council of the Union's frustrations with the lack of negotiations <br /> and the lack of seriousness by the City's negotiation team. Mrs. Spore- <br /> Alhadef described the Union's disappointment with the City's position of <br /> "no market adjustments" this year, after the survey was taken as it <br /> normally is at the beginning of contract negotiations. Mrs. Spore- <br /> Alhadef expressed the Union's dismay at the use of employees' PERS refund <br /> going towards the construction of new City buildings, when City employees <br /> were faced with zero raises or possible layoffs. <br /> Councilmembers advised Mrs. Spore-Alhadef that the City negotiators and <br /> the Council took these contract talks extremely seriously; city employees <br /> other than management employees, have received a COLA or labor market <br /> equity adjustment every year since 1912/13, and perhaps earlier than <br /> that; economic conditions are dictating negotiations; the PERS refund is <br /> money being returned to the citizens of Redwood City who originally paid <br /> it, not the employees; the City negotiators' goal is to balance the City <br /> budget with no layoffs; it doesn't make good economic sense to give <br /> raises simply because another agency does so; and although everyone has <br /> the right to address and inform the Council, negotiations should and will <br /> take place at the bargaining table and not at Council meetings. <br /> Regular Meeting Minutes <br /> March 8, 1993 MINUTE BOOK NO. 51 <br /> Page 3 Page No. 339 <br /> - .-- ""- <br />
