<br /> In response to Council questions, City Manager Everett advised that <br /> this project had top priority for some time and the specifications were <br /> done and ready to go to bid. Mr. Everett explained that funding for this <br /> project was mostly dependent on the General Improvement District <br /> facilities fees that come from property taxes and the poor economy had <br /> caused a delay; but, a plan had been developed for the City to provide <br /> the money to fund the project now and be repaid from GID facilities fees <br /> later on. <br /> Councilman Greenalch thanked Mrs. Fox and the petitioners in the audience <br /> and advised that he and his colleagues had not been aware of this <br /> situation until the petition arrived; and, asked Mrs. Fox, or anyone with <br /> a problem, to please contact a member of the Council first and let him or <br /> her be an advocate for you before going to all the hard work of <br /> circulating and presenting a petition. Mr. Jay White, President of the California Pilots Association and member <br /> of the San Carlos Airport Pilot Association, asked Council to set a <br /> public hearing to receive comment on the issuance of building permits for <br /> the proposed Hastings Condominiums by Woodson Development at 300 Redwood <br /> Shores Parkway, one-half mile from the San Carlos Airport. Mr. White <br /> asserted that, based on the noise analysis done and included in the <br /> Negative Declaration, a health problem would exist due to the 80 db <br /> average noise level caused by airport related sounds. (203-09) <br /> Councilman Greenalch advised that this issue was discussed at the <br /> City/County Association of Governments meeting of March 11th that he <br /> attended and he would give a complete report and disclose C/CAG's <br /> recommendations at the appropriate time under Matters of Council <br /> Interest this evening. <br /> John Hannah, representing the Woodson Development Company, asked if he <br /> would be allowed to speak at that time, and Mayor Buchan assured him he <br /> would be allowed to speak. <br /> D. Don Davis, Chairman of the Redwood City Park and Recreation Commission <br /> invited everyone to attend the Tuesday, March 23rd meeting to discuss the <br /> future of Red Morton Center. <br /> City Attorney Schricker reminded Councilmembers of the prohibitions of <br /> the Brown Act and advised that if they did attend, they listen to input <br /> only, as they will be the ultimate decision makers on this project. <br /> Councilmembers acknowledged their responsibilities under the Brown Act. <br /> E.
