Mr. Schricker stated there is nothing in the record that he could see that would suggest there is an imminent danger to health, and after checking with the EPA today, Mr. Schricker stated he was advi sed t,h,a); ,.~Q,~+r;~,¡¡tI,as no intention by the EPA to i nst i tute guidelines at all. Mr. Schrlcker added that the City Council had no substantial facts to support preemptive action. City Manager Everett added that building permits would not be issued until the CC&R's are completed as that is a condition of approval. In response to the question of holding up the issuance of building permits until the next business Council meeting on April 19, 1993, City Attorney Schricker advised that it could only be done by determining that by not providing an avigation easement there would be an imminent danger to the health and welfare of the people, and nothing that has transpired so far would indicate that is the case. CICAG heard the same arguments Council has heard and then recommended two alternatives, one of which has been accepted by the City and made a condition of approval. City Attorney Schricker stated there were no grounds for declaration of an emergency. In response to Council questions, City Manager Everett advised that staff would proceed forward with the building permits as the City has a legal obligation to do so, and would provide updates to the Council. Councilwoman Steinfeld reported on the National League of Cities Conference held in Washington, D.C. she attended, and the address given by President Clinton. Councilwoman Steinfeld advised that as a result of her talks at three seminars, Redwood City had been invited to participate in New York City Mayor David Dinkins' Summit of Mayors on Immigrants, Refugees, and Urban America. Councilwoman Steinfeld asked for assistance in responding to the NLC with a written policy on visas and their impacts on economic development and cultural exchanges. Councilman Claire advised the Legislative Committee would meet very soon and would schedule this letter for consideration. Mayor Buchan described the ceremonies in Sacramento today where she and Parks, Recreation and Community Services Director Griffiths accepted a Take Pride in California Award from Mrs. Pete Wilson, and advised that Redwood City is in the running for a Take Pride in America award, also. Mayor Buchan described how Sacramento is making the same improvements to their downtown area as Redwood City has done.
