Mr. Schrlcker added that the City Council had no <br /> substantial facts to support preemptive action. <br /> City Manager Everett added that building permits would not be issued <br /> until the CC&R's are completed as that is a condition of approval. <br /> In response to the question of holding up the issuance of building <br /> permits until the next business Council meeting on April 19, 1993, City <br /> Attorney Schricker advised that it could only be done by determining <br /> that by not providing an avigation easement there would be an imminent <br /> danger to the health and welfare of the people, and nothing that has <br /> transpired so far would indicate that is the case. CICAG heard the same <br /> arguments Council has heard and then recommended two alternatives, one of <br /> which has been accepted by the City and made a condition of approval. <br /> City Attorney Schricker stated there were no grounds for declaration of <br /> an emergency. <br /> In response to Council questions, City Manager Everett advised that staff <br /> would proceed forward with the building permits as the City has a legal <br /> obligation to do so, and would provide updates to the Council. <br /> MEMO 3/24/93 <br /> --------------------------------------------------------------------------------- <br /> 6.C. Councilwoman Steinfeld reported on the National League of Cities Conference <br /> held in Washington, D.C. she attended, and the address given by President <br /> Clinton. Councilwoman Steinfeld advised that as a result of her talks at <br /> three seminars, Redwood City had been invited to participate in New York <br /> City Mayor David Dinkins' Summit of Mayors on Immigrants, Refugees, and <br /> Urban America. Councilwoman Steinfeld asked for assistance in responding to <br /> the NLC with a written policy on visas and their impacts on economic <br /> development and cultural exchanges. Councilman Claire advised the <br /> Legislative Committee would meet very soon and would schedule this letter <br /> for consideration. Mayor Buchan described the ceremonies in Sacramento today where she and <br /> Parks, Recreation and Community Services Director Griffiths accepted a Take <br /> Pride in California Award from Mrs. Pete Wilson, and advised that Redwood <br /> City is in the running for a Take Pride in America award, also. Mayor <br /> Buchan described how Sacramento is making the same improvements to their <br /> downtown area as Redwood City has done.
