Alhambra case. Mr. Schricker advised that this proposal raised Constitutional issues as well as very significant issues concerning the fiscal integrity of Redevelopment Agencies throughout the state. Council discussed the need to assist the state government in finding solutions to their budget crisis as well as finding ways to protect cities from state takeaways; the opportunity to forge structural change in government financing; and to send the message to Sacramento that cities and redevelopment agencies will support efforts to protect the "principles of home rule."
