(412-01) <br /> REPORT: ACTING FINANCE DIRECTOR, MAY 10, 1995 <br /> In response to Council questions, Brian Ponty, Acting Finance Director, <br /> explained the recommendation that the City assign markets when two brokers <br /> request bids from the same insurance company: Underwriters (the market) <br /> will not give a quote on a proposal to more than one broker. They will ask <br /> that the City choose one and issue a Broker of Record letter. Mr. Ponty <br /> advised that if the City did not choose which broker it wanted to represent <br /> the City it was possible that the underwriters would withdraw from the <br /> bidding. Three different brokerage houses in the City recommended that the <br /> City choose which broker it wanted to represent it, if the situation arose <br /> that two brokers were seeking bids from the same underwriter. <br /> Councilmembers discussed historic insurance practices in Redwood City and <br /> other cities of this size; liability to the City if City assigns market; <br /> advantages and disadvantages of open bidding and the competitive market <br /> place; and, although underwriters might not want to choose, and the process <br /> might get unpleasant, the best approach is to allow the underwriters <br /> (the market) to choose the brokers, not the City. <br /> M/S: GREENALCH//CLAIRE TO APPROVE SELECTION PROCESS (REPORT, MAY 10, 1993) <br /> FOR PROPERTY INSURANCE AND WORKERS' COMPENSATION INSURANCE INCLUDING THE USE <br /> OF A CONSULTANT FOR TECHNICAL SUPPORT, EXCLUDING ITEM 3.
