S <br /> Award shall be made to the Agency tluough reimbursement. This is a reimbursable grant <br /> award. Funds will be made available through quarterly reimbursements pending receipt and <br /> approval of budget and activity reports from the Agency to the County Superintendent as <br /> outlined in Exhibit A and B. Failure to submit budget and activity reports may result in the <br /> withholding of any or all of the grant award. Failure to submit the year-end budget and activity <br /> report may result in the withholding of any or all of the Grant Award. <br /> A. The County Superintendent shall: <br /> 1. Monitor contract operations and reports relating to compliance with C/CAG <br /> requirements and the standards contained in the Federal Safe Routes to School Chapter <br /> 24 guidelines. <br /> 2. Organize the San Mateo County Office of Education's (SMCOE) annual Program <br /> Orientation and all four (4) Operations Committee Meetings. <br /> 3. Provide program assistance and technical budget support to the Safe Routes to School <br /> Coordinators of the Agency. <br /> 4. Select engineering firms from the approved vendor list to work in schools and school <br /> Agencies as appropriate. <br /> 5. Provide Agency with a list of approved SRTS vendors. <br /> B. The County Superintendent reserves the right to reduce or eliminate any or all of the <br /> Agency's Grant Award allocation, when in her opinion, the Agency fails to submit required <br /> reports or the Agency fails to conduct its operations in accordance with Chapter 24 of the <br /> Federal Safe Routes to School Guidelines. <br /> C. The County Superintendent shall notify the Agency in writing of changes in laws or <br /> regulations affecting this contract prior to their effective date or as soon as possible after <br /> enactment. <br /> 6. AGENCY'S RESPONSIBILITIES <br /> The Agency shall: <br /> 1. Implement SRTS activities as outlined in Exhibit "E" (Scope of Work). <br /> 2. Ensure that SRTS funds are used only to support SRTS specific programs and activities <br /> with education and engineering firm(s) from the approved vendor list as appropriate <br /> and assigned. The Agency understands and agrees that non-approved expenditures, <br /> including, but not limited to those outlined in Exhibits "C" and "D" must be paid by the <br /> Agency, and will not be included as approved expenses against the grant award. The <br /> Agency understands and agrees that grant funds not expended on approved <br /> expenditures by June 30, 2017 must be returned to the County Superintendent. <br /> 3. Complete budget and activity reports as demonstrated in Exhibit A and Exhibit B and <br /> submit them to the County Superintendent on or before October 11, 2016; January 11, <br /> 2017; April 7, 2017; July 7, 2017.
