ORAL COMMUNICATIONS A. Pauline Truscelli, Park and Recreation Commissioner, showed the Council and the audience the Gold Leaf Award presented to the Native Daughters of the Golden West, Bonita Parlor No. 10 by the International Society of Arborists for its outstanding programs and activities over the last 91 years and specifically its Arbor Day Plaque program. B. Joe Steinfeld, Main Street Merchant, told the Council the proposed "siege on Sacramento" was the wrong strategy to solve the budget crisis, and local governments needed to be more efficient and less wasteful. Mr. Steinfeld asked Council to respond to the PCA's insistence on an early starting time for the 4th of July parade by not riding in the parade nor sitting in the reviewing stands.
